5. 3. <br />Public Works Committee <br />Meeting Date: 04/16/2024 <br />Primary Strategic Plan Initiative: Address infrastructure needs. <br />Title: <br />Consider recommending City Council approving plans and specifications and authorizing advertisement for bids <br />for 2024 Neighborhood Pavement Overlay Improvements, Improvement Project #24-07 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to consider recommending City Council approving plans and specifications and <br />authorizing advertisement for bids for 2024 Neighborhood Pavement Overlay Improvements, Improvement <br />Project #24-07. <br />Background: <br />The proposed 2024 — 2033 Capital Improvement Program (CIP) identifies seven (7) subdivisions for pavement <br />overlay improvements in 2024. Street segment summaries are attached to this case. <br />Project History <br />• August 8, 2023, Resolution #23-182, the Ramsey City Council executed a proposal from Braun Intertec to <br />prepare a pavement core analysis of Bowers Drive. <br />• November 14, 2023, Resolution 423-281, the Ramsey City Council executed a proposal from Bolton and <br />Menk to perform a topographic survey of the pedestrian ramps within the project area. <br />• November 21, 2023, the Ramsey Public Works Committee considered recommending City Council order <br />plans and specifications, additionally discussed constructing the gravel section of Basalt Street as part of <br />these improvements. <br />• November 28, 2023, Resolution #23-299, the Ramsey City Council ordered plans and specifications for <br />2024 Neighborhood Pavement Overlays, Improvement Project 424-07. <br />• February 2, 2024, the Ramsey Public Works Committee considered adding a trail connection between <br />Bowers Drive and the Riverstone South subdivision. <br />• March 26, 2024, the Ramsey City Council reviewed the trail connection resident survey at the Work <br />Session, recommending to not move forward with the connection. <br />The projects total approximately 4.32 miles in length, with varying mill thicknesses proposed. The project areas <br />include: <br />. Alpine Acres 1st & 2nd <br />o Generally located east of Sunfish Lake Blvd and north of Alpine Drive <br />• Residential townhouse subdivision <br />• Construction in 2004 <br />. 0.85 miles of 32' wide urban section with concrete curb & gutter <br />• Crack seal / seal coat improvements in 2009 and 2016 <br />• Crack seal improvement in 2023 <br />o Subdivision was prioritized due to pavement stripping <br />• Bowers Mississippi Acres Ist, 2nd, & 3rd <br />o Generally located south of Riverdale Drive and 148th Avenue <br />9 Residential single-family house subdivision <br />
