5. 12.
CC Regular Session
Meeting Date: 05/14/2024
Primary Strategic Plan Initiative: Address infrastructure needs.
Information
Title
Please Note: this item was removed from the Consent Agenda and moved to the Regular
Agenda as item 7.8
Purpose/Background:
During construction of the COR Infrastructure Improvements project, it was identified that various modifications
were required to the municipal utilities (sanitary sewer, storm sewer and watermain)to accommodate the needs of
the proposed Norhart Ramsey private development west of Zeolite Street. Therefore,Bolton and Menk, Inc.
revised the construction plans in coordination with City staff,Norhart's engineer, and Douglas-Kerr Underground,
L.L.C.,to prepare Change Order No. 1,which increases construction costs by $31,052.54.
Attached are revised plans showing the required modifications.
Notification:
Notifications are not required.
Observations/Alternatives:
Observations:
This work has already been completed. Though staff strives to request City Council approval of change orders
before work occurs, this is generally not feasible during construction given the large expense that would occur if
contractor's crews are forced to stop work while waiting for City Council approval to occur. It typically costs
thousands of dollars per day to stop a crew from working and these costs can grow significantly if the work
involves rental equipment, which can then also significantly delay construction completion.
Alternatives:
Alternative 1 -Adopt Resolution#24-120 approving Change Order No. 1 for COR Infrastructure Improvements,
Improvement Project#23-19.
Funding Source:
As identified in attached Change Order No. 1,the associated increase in construction costs amounts to
$31,052.54. These costs will initially be funded using the City's Sewer, Stormwater and Water Funds. However,
Norhart will ultimately reimburse the City for these costs through their Development Agreement.
Recommendation:
Staff recommends approving Change Order#1.
Action:
Adopt Resolution#24-120 approving Change Order No. 1 for COR Infrastructure Improvements, Improvement
Project#23-19.
