5. 13. <br /> CC Regular Session <br /> Meeting Date: 05/14/2024 <br /> Primary Strategic Plan Initiative: Address infrastructure needs. <br /> Information <br /> Title <br /> Adopt Resolution#24-126 Ordering Plans and Specifications for Fox Ridge Estates 1st and 2nd Street <br /> Reconstructions, Improvement Project#24-13 <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#24-126 ordering plans and specifications for Fox Ridge Estates <br /> 1st and 2nd Street Reconstructions, Improvement Project#24-13. <br /> Background: <br /> The 2024—2033 Capital Improvement Program(CIP) identifies the streets within the Fox Ridge Estates IA and <br /> 2nd subdivision for street reconstruction in 2025. A street segment summary for this project is attached to this case. <br /> Project History <br /> .2024—2033 Capital Improvement Program—listed as street reconstruction for 2025. <br /> •June 13, 2023,Resolution#23-130,the Ramsey City Council accepted proposals for topographic survey of <br /> the project area. <br /> .June 27, 2023, Resolution#23-129, the Ramsey City Council accepted proposals for geotechnical report of <br /> the project area. <br /> .October 10, 2023, Resolution#23-253,the Ramsey City Council accepted proposals for cleaning and <br /> televising of storm sewer pipes within the project area. <br /> Project Scope <br /> This project proposes reconstruction of the streets within the Fox Ridge Estates 1st and 2nd subdivision,which is <br /> generally located west of Saint Francis Boulevard(TH 47)between 170th Avenue and 174th Avenue. The streets <br /> are generally 31 feet wide urban sections including bituminous curbing, totaling 2.16 miles in length. Traffic <br /> counts have not been taken,but Staff anticipates typical neighborhood traffic due to the location of the <br /> subdivision and lack of destinations which would increase traffic above normal. <br /> Storm sewer runoff is handled by storm sewer inlets and piping,which generally carries stormwater to the <br /> existing wetlands in the center of the subdivision.No sanitary sewer or water exist in the project area, and are not <br /> proposed as part of this project as this subdivision is located outside of the 2040 MUSA boundary. <br /> The project is proposing to replace the bituminous curbing with concrete curb and gutter. Additionally, storm <br /> sewer inlets are proposed to be replaced, as well as the piping which will be updated to concrete. Based on the <br /> initial review of the geotechnical report, a small portion of the project will require subsoil corrections, generally <br /> less than 25-percent of the project area. This will be explored in more detail during project design. <br /> Pro]ect Timelines <br /> Staff is proposing to prepare plans and specifications for this project in-house, as part of their normal duties.
