5. 4. <br />Public Works Committee <br />Meeting Date: 05/21/2024 <br />Primary Strategic Plan Initiative: Improve the safety and mobility of transportation corridors. <br />Title: <br />Review Final Elk River Highway 10 Corridor Study <br />Purpose/Background: <br />The Elk River Highway 10 Corridor Study was completed in January 2023. The final study report is too large to <br />attach so only the executive summary is attached. However, the following link can be used to view/download the <br />study online; https://www.elkrivennn.gov/1578/Plans-Studies-Future-Projects. <br />As stated at the end of the executive summary, the goal of the study was to identify a long-term 20+ year vision <br />for the Highway 10 corridor that ensures safe and efficient operations along the Highway 10 corridor while <br />supporting economic development within the area and region. Implementation of the long-term vision will take <br />commitment and collaboration from all study partners. The cities, counties, and MnDOT will need to continue to <br />collaborate to determine next steps such as environmental review, preliminary and final design, and agency cost <br />sharing and coordination. <br />As is also stated at the end of the executive summary, the next step for this study is to complete significant <br />environmental review as required by the National Environmental Policy Act (NEPA). Following the <br />environmental review, the project would move into preliminary and final design. <br />Time Frame/Observations/Alternatives: <br />Time Frame: <br />Staff anticipates up to 30 minutes will be needed to present this case and respond to questions. <br />Observations: <br />The border between the City of Ramsey and the City of Elk River runs north -south and generally crosses Highway 10 <br />approximately 400-feet east of Adams Street. <br />The intersections of Highway 10 at Jarvis Street, Adams Street and Alpine Drive were generally considered as a singular <br />study area. Numerous options for improving safety and reducing congestion in this area were coinsidered during <br />development of the study. As noted in the executive summary, all partnering agencies ultimately agreed that a <br />grade -separated interchange would provide the greatest benefit in terms of safety and congestion and was considered the <br />best long-term goal. The preferred location for the grade -separated interchange was determined to be at Adams Street, <br />which is generally centrally located between Alpine Drive and Jarvis Street. <br />Recommendation: <br />Staff does not have any recommendations to offer at this time. <br />Outcome/Action: <br />No action is required at this time.
