Motion by Acting Chairperson Riley, seconded by Councilmember Woestehoff, to approve the <br /> following minutes: <br /> Regular Meeting Minutes dated November 17, 2020. <br /> Motion carried. Voting Yes: Acting Chairperson Riley and Councilmembers Woestehoff. Voting <br /> No: None. Abstain: Councilmember Musgrove. <br /> 5. COMMITTEE Bi. SINESS <br /> 5.01: Appoint Chair and Vice Chair of the Public Works Committee <br /> City Engineer Westby noted that a Chairperson and Vice Chairperson would need to be elected. <br /> Acting Chairperson Riley recommended appointing the Chair and Vice Chair at the first Public <br /> Works Committee meeting of the year in future years. <br /> Motion by Councilmember Woestehoff, seconded by Councilmember Musgrove, to appoint <br /> Councilmember Riley as Chairperson and Councilmember Musgrove as Vice Chairperson of the <br /> Public Works Committee. <br /> Motion carried. Voting No: None. <br /> 5.02: Receive update on Cost Share Alternatives for Riverdale Drive Extension <br /> Improvement Project Related to Riverstone South; Case of Capstone Homes and <br /> Pearson Properties of Ramsey <br /> Deputy City Administrator Gladhill provided an update on a potential cost share framework for <br /> the Riverdale Drive Extension Improvement Project. <br /> Councilmember Musgrove asked for additional input on the timeframe planned for Riverdale <br /> Drive and the projected funding sources. <br /> Deputy City Administrator Gladhill stated that the original study from MnDGT and Anoka County <br /> for Highway 10 and the corridor had Riverdale Drive labeled as an opportunity or development <br /> driven project with no specific timeframe, therefore it would move forward when development <br /> occurred, or funding was available. He noted that if the project were not development driven the <br /> extension would be linked to grant funding, similar to the other phases of Riverdale Drive, which <br /> would have estimated that about five or ten years out. He provided additional details on grant <br /> funding, noting that typically a project of this scope would have a five-year planning process in <br /> order to successfully obtain grants. <br /> Councilmember Musgrove asked for more clarity related to the developer and assurance that the <br /> contribution of the City for this project would not financially benefit the developer's project. <br /> Public Works Committee 1 January 19,2021 <br /> Page 2 of 14 <br />
