7. 3. <br /> CC Regular Session <br /> Meeting Date: 05/28/2024 <br /> Primary Strategic Plan Initiative: Promote economic growth and development. <br /> Information <br /> Title: <br /> Adopt Ordinance#24-07: Rezoning property at the southeast corner of Sunwood Drive and Ramsey Parkway <br /> from COR-4b to COR-4c (Norhart Ramsey) <br /> Purpose/Background: <br /> On May 14,2024, the City Council introduced Ordinance#24-07 to rezone the Subject Property from COR-4b to <br /> COR-4c to accommodate 218 apartment-style residential units and 5,000 square feet of retail on it. That same <br /> evening, the City Council approved the Site Plan(subject to the rezoning) for Norhart Ramsey, located at 7975 <br /> and 7979 Sunwood Drive (the "Subject Property"),proposed by Norhart(the "Applicant"). The purpose of this <br /> case is to formally adopt Ordinance#24-07,rezoning the property from COR-4b to COR-4c. <br /> At the May 14, 2024 City Council meeting, a change order was approved related to infrastructure installation <br /> near this development. Council desired the developer pay for the change order given the changes are to the <br /> benefit of the development. Staff is discussing this with the developer and will update the City Council on the <br /> developer's willingness to pay for the change order costs at the meeting. <br /> Notification: <br /> Staff attempted to notify property owners within 350 feet of the Subject Property, as reflected in the Anoka <br /> County Property Records, of the request and the Public Hearing held by Planning Commission on April 25, 2024. <br /> A notice of the Public Hearing was published in the Anoka County UnionHerald,the City's official newspaper. A <br /> proposed development sign was placed on the property facing Sunwood Drive. <br /> Time Frame/Observations/Alternatives: <br /> Alternatives to Consider: <br /> 1. Motion to adopt Ordinance#24-07. <br /> 2. Motion to deny Ordinance#24-07 based on certain findings of fact. <br /> Funding Source: <br /> All costs associated with this request are the Applicant's responsibility. <br /> The property is City-owned and the Applicant would be purchasing the property. Development fees will be <br /> calculated at the time of writing the Development Agreement. <br /> Recommendation: <br /> At its meeting on April 25,2024, the Planning Commission voted 4-1 to recommend the City Council approve the <br /> Zoning Map Amendment from COR-4b to COR-4c. Additionally, at its meeting on May 14, 2024,the City <br /> Council voted 6-0 to introduce Ordinance#24-07 to rezone the Subject Property from COR-4b to COR-4c. <br /> Outcome/Action: <br />
