Councilnieniber Musgrove introduced the following resolution and moved for its adoption. RESOLUTION 424-032 RESOLUTION APPROVING JOINT POWERS AGREEMENT WITH CITY OF NOWTHEN REGARDING THE 2024 NE RAMSEY STREET RECONSTRUCTIONS, IMPROVEMENT PROJECT#24-03 the City of Ramsey proposes to reconstruct the streets within the Ford Brook Estates 3 d, Rodeo Hills Estates, Valley View Acres, and Section 01 Unp latted North of CR-27 subdivisions as identified within the 2023 —2032 1 0-Year Capital Improvement Program; and WHEREAS, pursuant to Ramsey City Council Resolution #23-199, adopted August 22, 20231 the City Council awarded the proposal from Hakanson Anderson to prepare final plans and specifications for 2024 NE Ramsey Street Reconstruction., Improvement Project#24-03; and WHEREAS, pursuant to Ramsey City Council Resolution #23-279 adopted November 14 2023 the City Council awarded the proposal from Haugo Geotechn'Ical Services LLC to preform geotechnical proposals for Improvement Project#24-02; and WHEREAS,AS the City of Ramsey and the City of Nowthen ("the Parties") have agreed that it is in the best interest of the traveling public and impacted residents to reconstruct Ventre Street between 182,d Lane and 183d Lane, 182nd Lane. between Ventre Street and Waco Street and Waco Drive and Waco Street between 179'h Lane and 182,d Lane(see Exhibit A); and WHEREAS, the Parties have agreed to share in the costs required to reconstruct these sections of streets ("the Project"); and WHEREAS, the Parties have negotiated a Joint Powers Agreement regarding the said Project which calls for each party to approve the Joint Powers Agreement by resolution. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY,ANOKA COUNTY, STATE OF MINNESOTA, as follows, 1) That the City of Ramsey hereby approves the Joint Powers Agreement with the City of Nowthen for the proposed Project improvements attached hereto as Exhibit A. Should the City of Nowthen propose any revisions to Exhibit A after the date of this Resolution such proposed amendments shall be subject to the review and approval of the Ramsey City Attorney. 2) The Mayor and City Administrator are hereby authorized to enter into the Joint Powers Agreement subject to the terms of this Resolution.
