· Cobum's Grocery Store (60,000 square feet) opened and <br /> anchors a total of 95,000 square feet of commercial~retail <br /> space. <br />· The new Ramsey City HalliPolice Station is currently under <br /> construction adjacent to the potential Northstar Commuter <br /> Rail station site. <br />· The Ramsey Municipal Parking Facility Phase I is currently <br /> under construction for 580--cars and. The Metropolitan <br /> Council awarded City $2.2 million of the total $7.5 <br /> million for this facility. The parking facility will include <br /> a transit station that is located adjacent to the future <br /> Northstar Commuter Rail line between the cinema site <br /> and City Hall/Police Station. <br />· The transit and parking facility will be serviced by <br /> express bus service to the City of Minneapolis and is <br /> being proposed as a future stop on the Northstar <br /> Commuter Rail Line. <br />· Various road improvements were completed in and <br /> around the Ramsey Town Center project area as part of a <br /> comprehensive phased construction partnership between <br /> the City of Ramsey, Anoka County, and Ramsey Town <br /> Center, LLC. <br />· The City approved numemas residential subdivisions within <br /> the Ramsey Town Center with 665 new residential units <br /> approved in the last two years. <br />· Additional projects expected to be,4n construction in the <br /> upcoming year include the Asissi Restaurant and Night <br /> Club--a 50,000 square foot office/retail building, a senior <br /> housing project, and additional retail/commemial buildings. <br />· Phase II will expand the facility with a second phase of <br /> 200 additional stalls. The City was awarded $4.5 million <br /> of federal funding for provision of express bus service to <br /> Minneapolis and expansion of the park and ride facility. <br /> <br />2.1 Overview & Background <br /> <br />The site area is characterized as "main street" Ramsey Town Center. Located directly adjacent <br />to the Municipal Parking Facility, shops, multi-story housing, the City Village Square Park, and <br />a potential Northstar Commuter Rail station, this location can be described as the cultural and <br />entertainment center of the area. The cinema's proposed street-front orientation allows for <br />sidewalks immediately next to the entire facade of the building, easy access by car, pedestrians, <br />Iransit or local area bus shuffles in the near future. The overall Ramsev Town Center is desi~,zned <br />to suCport a cinema at the oro¢osed location. <br /> <br />2.2 Preliminary Plans/General Expectations <br /> <br />The City believes that the Project has unique transportation, visibility and market characteristics <br />especially attractive to a cinema developer.
