Mr. Nelson questioned if the residents could be assessed for another surfacing on the mad while <br />they are still paying the original assessment if the payment schedule were to be extended. <br /> <br />City Engineer Jankowski responded in the affirmative. He explained the street maintenance <br />schedule includes a sealcoat at 5 years, a second sealcoat at 7 years, and a bituminous overlay at <br />10 years. This maintenance would be assessed to the residents. <br /> <br />Fire Chief Kapler clarified this schedule is for preventative maintenance. <br /> <br />James Roberts, 7441 164th Lane NW, questioned if the reason for the bad soil on this mad was <br />due to the low elevation of the road or the drainfield on the mad. <br /> <br />City Engineer Jankowski replied there were real design elements to work around with this <br />project. There were organic soils all the way fi:om the low portion of 164th Avenue to the <br />intersection of Sapphire Street and 163rd Lane. <br /> <br />Mr. Roberts stated this is a very low soggy area. He questioned what will relieve the pressure of <br />the water so the road will not deteriorate twice as fast as other roads in the City. <br /> <br />City Engineer Jankowski replied he does not believe there is another road in the City that is so <br />close to the ground water; however, there are a number of streets in the City that have been <br />constructed through wetlands. <br /> <br />Chairperson Elvig noted Mr. Roberts concern that the road be built to standards that it will not <br />deteriorate. He explained there are many roads in the City of Ramsey that go through wetlands. <br />He inquired about the possibility of a non-precedent setting condition if this is the lowest road in <br />the City and is full of organic soils. <br /> <br />City Engineer Jankowski explained there are other roads in the City that require being dug out. <br /> <br />Mr. Roberts questioned if there are other roads with this type of condition that act as cross- <br />streets. He questioned what the effects will be on the road from the additional traffic from the <br />townhouses and church being built in this area. <br /> <br />City Engineer Jankowski indicated there is a planned collector street extension included in the <br /> th <br />Five Year Plan from 167 Avenue and Nowthen Boulevard to 166th Avenue and Variolite Street. <br /> <br />Mr. Roberts stressed that the low elevation of this road should be considered as non-precedent <br />setting. <br /> <br />Chairperson Elvig indicated Mr. Roberts' suggestion can be discussed by the full Council. He is <br />not comfortable making a recommendation with this type of precedent out of this Committee. <br />He informed the residents some of the right-of-way and property for the 167th Avenue extension <br />has been purchased.
