20 feet in width and is intended to provide vehicle access to facilitate deliveries and trash <br />removal for the building. Staff understands that upper stories of the building will have a slight <br />overhang that will encroach into this space; additional detail is required on this overhang to <br />ensure that emergency vehicles can gain access to the rear of this building. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik stated the Planning Commission <br />reviewed the plans on June I, 2006, and recommended that the City Council grant preliminary <br />site plan approval. They also recommended that a skyway be considered for the plan to provide <br />resident access to the ramp, and that further consideration be given for resident storage needs. <br />Ms. Frolik explained there is an error with the eastern property line for this lot, as recorded with <br />Ramsey Town Center 5th Addition. The City will need to process for an administrative plat prior <br />to this project receiving final site plan approval. It should be noted that it was intended for the <br />eastern lot for the subject property to line up with the edge of the parking ramp as shown on the <br />site plan. Because of this, staffis recommending that the additional area of 4,060 square feet be <br />transferred to the applicant at no charge. Ms. Frotik reviewed that at the May 30, 2006 Council <br />work session, Council/equested a breakdown of how the $400,000 in Ramsey dedicated Anoka <br />County HRA levy funds would be allocated towards reductions in various City impact fees. <br />Since that work session, ACCAP has revised their budget plan as follows: <br /> 1. $10,000 reduction in the estimated $107,170 sewer and water trunk fees due on the <br /> residential portion of the building. <br /> 2. $120,000 to establish a rent subsidy program for 4 units over a 10 year period. <br /> 3. $270,000 loan at 1.6% interest with the principal of $400,000 due in 30 years. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik advised another aspect of the <br />project funding package includes ACCAP's application to the Metropolitan Council's Livable <br />Communities Local Housing Incentives Account Program. This application requires the City <br />Council to authorize the Mayor to attest to the following: <br /> a) City's support of the project <br /> b) That eminent domain was not used to acquire property associated with the project. <br /> <br />Ass't Community Development Dir/HRA Executive Dir. Frolik advised the applicant is <br />requesting that the City provide TIF assistance for the affordable portion of the project. Staff has <br />mn some preliminary numbers and has estimated that the entire building would generate a total <br />of $833,132 in tax increment over a 20 year period. The residential portion of the building <br />would generate $525,338. While a housing district has not yet been established, staff is <br />recommending that $400,000 of TIF assistance be provided to the project, contingent upon the <br />approval of a final site plan for the project and establishment of a qualified housing district. <br /> <br />Mayor Gamec commented the Council has had several work sessions regarding these proposed <br />apartments. <br /> <br />Jeff Johnson, applicant, stated he works with ACCAP as a development consultant. He <br />appreciates the hard work staff has put into this proposal. This will be a mixed-income, mixed- <br />use combination of residential and retail uses. This building will be in a great location; it will be <br />an excellent asset in the Town Center. He has looked into a couple of the items the Planning <br />Commission recommended with respect to storage; he has talked to the proposed builder for the <br /> <br /> City Council / June 13, 2006 <br /> Page 10 of 26 <br />-154- <br /> <br /> <br />
