Case #7: <br /> <br />Accept Plans and Specifications and Order Bids for Improvement Project <br />#05-27 Welcome's Road Street Grading and Paving Improvements <br /> <br />Public Works Director Olson reviewed with Council that bids were opened for this project on <br />February 23, 2006, and were higher than anticipated in the feasibility study. A second public <br />hearing was held on Tuesday, Mary 28, 2006, to initiate the reconsideration of this street paving <br />project at the higher cost. A revised feasibility study was prepared with the City sharing 50% of <br />the total project costs in addition to the costs associated with the storm sewer elements of this <br />project, which will be funded by the storm sewer utility. Project residents have been provided <br />with a copy of this revised feasibility study dated May 2006, which includes the modifications <br />directed by City Council. The petitioning period following the close of the public hearing was <br />extended by City Council until June 9, 2006. No petition opposing this project has been <br />received. Mr. Olson advised staff recommends the adoption of the resolution accepting plans <br />and specifications and ordering the solicitation of bids for this project. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt Resolution #06- <br />06-180 accepting plans and specifications and ordering the solicitation of bids for Improvement <br />Project #05-27 Welcome's Road Street Grading and Paving Improvements. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, and <br />Pearson. Voting No: None. Absent: Councilmember Strommen. <br /> <br />Case #8: Selection of Developer for Ramsey Crossings Project <br /> <br />City Administrator Norman reviewed with Council that the City of Ramsey authorized Request <br />for Proposals in March of this year to develop an area adjacent to Ramsey Town Center for <br />purposes of commercial, retail, and office opportunities. The project has been referred to as the <br />Ramsey Crossings project. The City received three proposals in May and interviews were held <br />for all three proposals on June 2, 2006. <br /> <br />Jim Lasher, LSA Design, stated on June 9, the Evaluation Committee met to review the RFP <br />submittals for the Ramsey Crossings project. There were three RFP's submitted, one from <br />Robert Muir Companies, one from Ryan Companies, and one from Shingobee/Inland Real Estate <br />Management Co. Mr. Lasher provided a brief overview of the following RFP submittals for the <br />Ramsey Crossings project: <br /> · Robert Muir Companies submitted what the Evaluation Committee found to be the best <br /> and highest scored proposal with 645,000 square feet of commercial development. <br /> Construction is anticipated to start in July of 2007 and open as early as September of <br /> 2008. The RFP proposes a total value of $105 million, and there will be a request of $3.5 <br /> million in subsidy from the City. The source of the subsidy has not yet been described or <br /> defined; it will come back and be discussed with the Council. <br /> · Ryan Companies submitted an RFP proposing 545,000 square feet of commercial <br /> development with a similar plan, and a request of $5.4 million in subsidy from the City. <br /> The project was well defined; however, the Review Committee looked at this project <br /> needing a minimum of 645,000 square feet on the site to make the project economically <br /> <br />City Council / June 13, 2006 <br /> Page 19 of 26 <br /> -163- <br /> <br /> <br />
