Case #7: Accept Plans and Specifications and Order Bids for Improvement Project #05-27 Welcome's Road Street Grading and Paving Improvements Public Works Director Olson reviewed with Council that bids were opened for this project on February 23, 2006, and were higher than anticipated in the feasibility study. A second public hearing was held on Tuesday, Mary 28, 2006, to initiate the reconsideration of this street paving project at the higher cost. A revised feasibility study was prepared with the City sharing 50% of the total project costs in addition to the costs associated with the storm sewer elements of this project, which will be funded by the storm sewer utility. Project residents have been provided with a copy of this revised feasibility study dated May 2006, which includes the modifications directed by City Council. The petitioning period following the close of the public hearing was extended by City Council until June 9, 2006. No petition opposing this project has been received. Mr. Olson advised staff recommends the adoption of the resolution accepting plans and specifications and ordering the solicitation of bids for this project. Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt Resolution #06- 06-180 accepting plans and specifications and ordering the solicitation of bids for Improvement Project #05-27 Welcome's Road Street Grading and Paving Improvements. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, and Pearson. Voting No: None. Absent: Councilmember Strommen. Case #8: Selection of Developer for Ramsey Crossings Project City Administrator Norman reviewed with Council that the City of Ramsey authorized Request for Proposals in March of this year to develop an area adjacent to Ramsey Town Center for purposes of commercial, retail, and office opportunities. The project has been referred to as the Ramsey Crossings project. The City received three proposals in May and interviews were held for all three proposals on June 2, 2006. Jim Lasher, LSA Design, stated on June 9, the Evaluation Committee met to review the RFP submittals for the Ramsey Crossings project. There were three RFP's submitted, one from Robert Muir Companies, one from Ryan Companies, and one from Shingobee/Inland Real Estate Management Co. Mr. Lasher provided a brief overview of the following RFP submittals for the Ramsey Crossings project: · Robert Muir Companies submitted what the Evaluation Committee found to be the best and highest scored proposal with 645,000 square feet of commercial development. Construction is anticipated to start in July of 2007 and open as early as September of 2008. The RFP proposes a total value of $105 million, and there will be a request of $3.5 million in subsidy from the City. The source of the subsidy has not yet been described or defined; it will come back and be discussed with the Council. · Ryan Companies submitted an RFP proposing 545,000 square feet of commercial development with a similar plan, and a request of $5.4 million in subsidy from the City. The project was well defined; however, the Review Committee looked at this project needing a minimum of 645,000 square feet on the site to make the project economically City Council / June 13, 2006 Page 19 of 26 -163-
