CONSENT CASE #

TROTT BROOK GREENWAY - ACKNOWLEDGE FINAL ACQUISITION
By: Mark Riverblood, Parks Supervisor

Background:

On March 14th, 2006 Staff apprised City Council on the status of the Trott Brook Greenway
project; and also received authorization to purchase three larger tracts of land (either by easement
or Fee Simple). Two of those properties have been secured - equating to 57 acres. At that time
it was also discussed that future acquisitions would be done via the Council Consent Agenda, On
May 23rs, 2006 additional tracts were authorized for acquisition - some of which have
successfully Closed. The purpose of this case is to acknowledge the final acquisition. The
following is an excerpt fi.om the June 20th, 2006 report to LCIViR staff(who administers the Trott
Brook Greenway funds), and is provided as summary information:

"The stated goals of the work plan have been exceeded. Conservation Easements and/or
Conservation and Trail Easements have been successfully secured on four (4) parcels, covering
approximately twenty-eight acres of land. Additionally, thirty-five (35) acres of land have been
acquired Fee Simple. It is anticipated that one final Conservation Easement, over two (2) acres
in size, will be secured at the mouth of Trott Brook where it enters the Rum River.

Conservation Easements have been secured on two parcels, one approximately 2.1 acres and the
other approximately O. 74 acres. The larger of the two is located on the north side of Trott Brook
near the central part of the City and the smaller site is located on the south side of the brook in
the western part of the City.

Conservation and Trail Easements have been secured on rwo parcels as well, one approximately
22 acres and the other approximately 3.3 acres. The larger parcel is located in the central part
of the City along the southern bank of the broolc The smaller site has a Conservation Easement
spanning both sides of the brook (which includes a spring), and a Trail Easement specific to the
north side of the brook.

The 35 acre parcel spans both sides of the brook and includes oak uplands and valuable wildlife
habitat. This parcel is also a critical link along the Trott Brook Greenway and the proposed
trail route, connecting to existing City park land."

Observations:

As indicated above, the goals of the project have indeed been exceeded, not including the 2 acre
conservation easement this case addresses. Attached is a site map that shows the final 2.02 acre
acquisition. Remaining to be completed with the project is some survey work for the placement
of appropriate si~ns to demarcate the easement areas. This is anticipated to be complete the
week of June 27 , 2006. The final work program report is due to the state within the next few
weeks. It is anticipated that the entire one half million dollar allocation will be exhausted,
including some compensation for stafftime, mileage and expenses.

-13-
