Case <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF KELLY ACRES: <br />CASE OF KELLY WOLF AND JOHN OSBORNE <br /> By: Breanne Dalnes, Associate Planner <br /> <br />Background; <br /> <br />Kelly Wolf and John Osborne have applied for final plat approval for a cluster subdivision to <br />develop 5 single-family lots on the property generally located on Tiger Street and 171a Avenue~ <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Final Plat Sheet <br />c) Final grading and drainage plans <br />d) Final Landscaping and Tree Preservation Plan <br />e) City Staff'review letter dated June 23, 2006 <br />f) Resolution for Final Plat <br />g) Proposed Development Agreement <br />h) Outline for Utility Operating Agreement <br /> <br />Notification: <br /> <br />Final plats are not subject to a public hearing. However, property owners within 700 feet of the <br />development were notified at the preliminary plat stage. <br /> <br />Observations: <br /> <br />The applicants are proposing to plat 5 new single-family lots on a total of approximately 19 acres <br />at 171st Avenue and Tiger Street. The remaining property within the plat may not be developed <br />until municipal services are available to the site. A future urban development plan has been <br />submitted. The property is located in the R-1 Rural Developing District, which has a maximum <br />density of one lot per 2.5 acres or 0.4 units per acre. As submitted, the plat has a gross density of <br />approximately 0.36 units per acre. The 5 new lots meet R-1 Rural Developing standards for lot <br />width, size, and frontage on a public road. <br /> <br />Kelly Acres is proposed as a cluster subdivision, incorporating past City requirements for <br />development in the R-1 Rural Developing Area. Despite the recent adoption of a moratorium in <br />the Rural Developing Area, Prairie Meadows and Kelly Acres received contingent preliminary <br />plat approval and have been reviewed against the criteria of the cluster ordinance. <br /> <br />The proposed lots will be served by a common septic system located within the Prairie Meadows, <br />constructed to connect to municipal sewer and water when they become available to the property. <br />The septic system is proposed to be shared between the two developments.
