CASE <br /> <br />AUTHORIZE BIDS FOR WATER SUPPLY WELLS 7 & 8 <br /> By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />Design of Water Supply Wells 7 & 8 was authorized in 2005. The comprehensive water plan <br />identified the need for these wells and associated piping the serve the needs the city as Ramsey <br />Town Center and other developments are completed. Construction of an observation well was <br />required by the State Department of Health prior to construction of 'the water supply wells. <br />The process of acquiring the site for the observation well from Karnsey Town Center pushed <br />construction of the observation well into 2006. The data from the observation well has been <br />received and is included in the bid documents. <br /> <br />The first well to be constructed will be no. 7 and will be located near Fire Station No. 1. <br />Pumphouse no. 4 will be required with construction of the first well. Plans for Pump House #4 <br />are being developed and authorization for bids will be requested later this summer. <br /> <br />These wells are included in the 2006-2010 CIP. The CIP estimated the Construction Cost for <br />Well 7 at $1,080,00 and Well 8 at $790,000. <br /> <br />The proposed funding sources are: <br />Well 7 TIF District #1 - $500,000 <br /> Water Utility Fund $580,000 <br />Well 8 Water Utility Fund $790,000 <br /> <br />Piping is required to connect Pump House 4 to the municipal system; installation of the pipe in <br />Armstrong Boulevard is in progress. A proposal was requested from Latour, the contractor on <br />the NW Sewer and Water project for installation of the lines to Pump House and for installation <br />of 2 hydrants at Fire Station No. 1. The proposal has been received and reviewed by staff. The <br />proposals are inline with the bid values for the NW Sewer project. The connection to the pump <br />house includes a 20" DIP raw water line and a 24" Finished water line. The lines will also serve <br />the proposed water treatment plant to be built in this area. The price for installing the <br />connection to pump house 4 is $46,428.50 and the price for installing 2 fire hydrants, associated <br />piping and restoring the driveway is $25,138.40. The total is $71,577.30 which is less than 25% <br />of the contract cost for the NW Sewer project. <br /> <br />Staff Recommendation: <br /> <br />Staffrecommends authorizing advertisement for bids for Water Supply Wells 7 & 8. <br /> <br />Staffrecommends accepting the proposal from Latour for installation of the connection to Pump <br />House 4 in the amount of $46,428.50 and installation of hydrants at Fire Station No. I in the <br />amount of $25,138.40. The total addition the contract with Latour is $71,577.30 which is less <br />than 25% of the total contract amount. <br /> <br />-325- <br /> <br /> <br />
