CASE # <br /> <br />CONSTRUCTION TRAFFIC ISSUES CONCERNING <br />THE REGENCY PONDS SUDBIVISION <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />On Tuesday, June 20, 2006 the Public Works Committee met to consider measures that <br />might be employed to mitigate the traffic impact to the Regency Ponds neighborhood. <br />This neighborhood has been impacted by the closure of the intersection of Bunker Lake <br />and Ramsey Boulevards. Traffic.is traveling through the neighborhood to circumvent the <br />intersection closure which is anticipated to remain in place until August 1st. Because of <br />the need to implement the recommendations of the Committee at the earliest possible <br />opportunity the recommendations are being presented to the City Council at ton/ght's <br />meeting for ratificaiion. The remaining cases considered at the June 20th meeting will be <br />presented to the City Council at the July 11, 2006 meeting. <br /> <br />Attached to this case is a figure illustrating the Regency Ponds neighborhood. The <br />closure of the Bunker Lake Boulevard / Ramsey Boulevard intersection has resulted in <br />traffic which normally utilize these county roads using the subdivision street within <br />Regency Pond~ to facilitate an alternate mute. <br /> <br />The Committee discussed possible measures which could restrict the traffic cutting <br />through this neighborhood, however, found legal consideration prevented their <br />implementation. City streets are public spaces which the general public has a right to use <br />providing they do so in compliance with laws and ordinances. While City police can <br />enfome speed limits, they cannot define who is "local" or whether any particular vehicle <br />has a valid reason for using the street. <br /> <br />The Committee did recommend a number of measures to be employed within the interim <br />period until the intersection at Ramsey and Bunker Lake Boulevards is reopened to <br />traffic. These measures include the following; (a) increased police patrols within the <br />neighborhood; Co) continued use of the speed trailer within the neighborhood to remind <br />traffic of the concern speed; and (c) the posting of two temporary all way (three way) <br /> th <br />stop signs at the intersections of Kamacite Street and 148 Avenue and Kamacite Street <br />and 147'~ Lane. These stop signs are not intended to control speed through the <br />neighborhood, but rather are being placed to emphasis the need to assign right 0fway <br />because the through traffic may be unfamiliar with local traffic conditions. These <br />temporary stop signs shall be removed upon termination of the county road closures. <br /> <br />Recommendation: <br /> <br />It was the recommendation &the Public Works Committee that staffbe directed to (a) <br />increase police patrols within the neighborhood; (b) continue use of the speed trailer <br />within the neighborhood; and (c) post two temporary all way (three way) stop signs at the <br /> <br />-341~ <br /> <br /> <br />
