Councilmember Strommen introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #04-06-145 <br /> <br />RESOLUTION AUTHORIZING THE LOAN APPLICATION AND PURCHASE OF <br />TWO PROPERTIES UNDER THE RALF PROGRAM <br /> <br /> WHEREAS, the City of Ramsey has officially mapped a portion of right-of-way along <br />the Higl~way #10 Corridor; and <br /> <br /> WHEREAS, the Official Map was adopted to preserve property for transportation <br />purposes; and <br /> <br /> WHEREAS, property owners have indicated a willingness to have the property come <br />into public ownership if appropriate agreements on this purchase can be reached; and <br /> <br /> WHEREAS, if the City does not acquire the right-of-way at this time, the property will <br />increase in value adding to the potential of future transportation improvements becoming cost <br />prohibitive and delay construction of City improvements; and <br /> <br /> WHEREAS, the City of Ramsey will utilize funds from the Public Improvement <br />Revolving Fund to purchase the property up front with the understanding that the City will be <br />reimbursed making this fund whole upon completing the transaction and necessary process <br />identified under the Revolying Acquisition Loan Fund program guidelines and processes <br />administered by the Metropolitan Council. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />2) <br /> <br />That the City Council authorizes the submittal of a loan application to the <br />Metropolitan Council to fund the right-of-way acquisition along a portion of Trunk <br />Highway 10. <br />That the City Council authorizes entering into negotiations with property owners at <br />6201 Highway #10 NW and 6159 Highway #10 NW. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Cook and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Strommen <br />Councilmember Cook <br />Councitmember Elvig <br />Councilmember Kurak <br />Councilmember Pearson <br />Councilmember Zimmerman <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />Resolution #04-06-145 <br />Page 1 of 2 -353- <br /> <br /> <br />
