Councilmember Cook introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #06-04-117 <br /> <br />RESOLUTION GRANTING PRELIMINARY PLAT APPROVAL TO RUM RIVER <br />PRAIRIE <br /> <br /> WHEREAS, National Growth, LLC, hereinafter referred to as "Developer", has properly <br />applied for preliminary plat approval on the following described properly located in the City of <br />Ramsey: <br /> <br />That part of the Southeast Quarter of the Northeast Quarter of Section 7, <br />Township 32, Range 25, Anoka County, Minnesota, which lies northerly of the <br />northeasterly right-of-way line of ANOKA COUNTY HIGHWAY RIGHT-OF- <br />WAY PLAT NO. 33, and westerly of the westerly right-of-way line of Tiger <br />Street N,W. <br /> <br />(the "Subject Property") <br /> <br /> WHEREAS, on June 2, 2005, the Planning Commission reviewed the sketch plan for <br />Rum River Prairie. <br /> <br /> WHEREAS, on February 5, 2006, the City of Ramsey received an application for a <br />preliminary plat for subdivision from National Growth, LLC; and <br /> <br /> WHEREAS, on March 3, 2006, the Planning Commission reviewed the application <br />materials, and recommended approval of the preliminary plat with the following contingencies: <br />MPCA approval of the common septic system, resolution of the lot size issues for the existing <br />homes (specific to Kelly Acres), completion of the traffic study, and City Council re- <br />consideration of the cluster ordinance. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Ramsey City Council hereby grants preliminary plat approval to Rum River <br />Prairie, contingent upon I) compliance with City Staff review letter dated February 28, <br />2006, revised April 5, 2006, 2) obtaining approval from MPCA for the design and <br />location of the community septic system, 3) the City approving the Articles of <br />Incorporation and Declaration of Covenants for the Home Owner's Association at Final <br />Plat, 4) the Developer engaging the services of a professional management firm to <br />manage the community septic system, with a requirement that the management firm be <br />approved by the City, 5) the Developer entering into a Development Agreement as part of <br />the Final Plat approval that will address the payment of Sewer and Water Trunk and <br /> <br /> <br />
