b. The City of Ramsey is entirely within Anoka County, Minnesota. The City of Elk <br /> River is entirely within Sherburne County, Minnesota. Detaching from the City of <br /> Ramsey, as proposed, would create the only portion of Anoka County in the City of <br /> Elk River; requiring, among other things, the creation of a separate voting precinct <br /> and other significant additional administrative costs that would not be compensated <br /> by any increase in tax revenue sufficient to meeting those costs arising from the <br /> land proposed for annexation. <br /> c. The proposed annexation will restrict opportunities for genuine development in the <br /> surrounding properties and suppress property values within the City of Ramsey, <br /> particularly regarding those properties in the immediate area of the property <br /> proposed for annexation. <br /> d.
