2. 3. <br />CC Work Session <br />Meeting Date: <br />Primary Strategic Plan Initiative: <br />06/25/2024 <br />Identify and implement operational efficiencies, cost savings and additional <br />funding sources. <br />Information <br />Title: <br />Participation in State Performance Measurement Program <br />Purpose/Background: <br />This item was tabled at the June 11, 2024, regular City Council meeting to be discussed at a future worksession. <br />From the CC Case: <br />In 2010, the State legislature created the Council on Local Results and Innovation. In 2011, the Innovation <br />Council developed and released a standard of performance measurements for Cities and Counties; with the goal <br />of aiding residents, taxpayers, and state and local elected officials in determining the efficacy of Counties and <br />Cities in providing services, and measure residents' opinions of those services. <br />Cities that elect to participate in the standard measures program must officially adopt [by resolution] and <br />implement certain standard performance measures. Participating entities must report their results to the State <br />Auditor and make them available to all interested parties by publishing them on the Auditor's website. Lastly, <br />results must be provided to local residents through publication, direct mailing, posting on a website or through a <br />public hearing [by December 31 annually] <br />Cities benefit from participating from the standard measures program by receiving a reimbursement from the <br />State in the amount of 14 cents per capita (about $4,000 Ramsey). More importantly, Cities benefit by developing <br />an annual performance measurement baseline; which can be utilized by elected officials and taxpayers to make <br />educated decisions. Lastly, cities have the ability to view other organizations' program results; which provides the <br />City with comparable performance measurement data. <br />The information is sent to the Office of the State Auditor. This is the same jurisdiction that receives a copy of the <br />city's budget summary and Annual Comprehensive Financial Report. As part of both of these documents, a lot of <br />the statistical information that is on the performance measurement table has already been collected. <br />The city can report the results of the measures to its residents before the end of the calendar year through <br />publication, direct mailing, posting on the entity's website, or through a public hearing at which the budget and <br />levy will be discussed and public input allowed (these items are included with the annual Truth and Taxation <br />meeting in December. <br />This item has been placed on the consent agenda of the June 25, 2024 City Council meeting as the information <br />must be submitted to the State Auditors Office by July 1 to be eligible. <br />Timeframe: <br />5 minutes <br />Funding Source: <br />The City has received $3,817 in 2020, $3,870 2021, $3,993 in 2022, & $4,020 in 2023. <br />
