CC Regular Session <br />Meeting Date: 06/25/2024 <br />Primary Strategic Plan Initiative: Not Applicable <br />5. 15. <br />Information <br />Title: <br />Adopt Resolution #24-172 Denying Petition Request for Concurrent Detachment and Annexation for Property <br />PID 18-32-25-33-0002 (15861 Jarvis St NW) <br />Purpose/Background: <br />Northstar Truck & RV Parking LLC (Northstar) owns an approximately 11-acre parcel of land located at 15861 <br />Jarvis St NW, Ramsey, MN. The property straddles the border between Sherburne (City of Elk River) and Anoka <br />Counties (City of Ramsey). Approximately 7.2 acres are in the city of Ramsey and 3.83 acres are in the city of Elk <br />River. Currently, Northstar operates a trucking business on the 3.83 acres in Elk River; however, the zoning in <br />Ramsey (I-1 Light Industrial) does not allow for a trucking business on the 7.2 acres within Ramsey city limits. <br />Northstar would like to operate its business entirely in the City of Elk River so they can utilize the entire 11-acre <br />parcel. To accomplish that goal, Northstar and their attorneys prepared and signed a petition for the concurrent <br />detachment of the property which is in Ramsey and the annexation of the detached parcel by Elk River, pursuant <br />to the authority on MN Stat 414.061, Subd 5. For the request to move forward, both City Council's (Elk River and <br />Ramsey) are required to pass a joint resolution in support of the request. Attached to this case is the Elk River <br />staff report Request for Action, Proposal For Concurrent Detachment and Annexation, and a draft of the Joint <br />Resolution Requesting the Concurrent Detachment and Annexation. On May 20, 2024, the Elk River City <br />Council made a motion to support the request. <br />On June 11, 2024, the City Council discussed the request at the City Council work session. The applicant was <br />present. At the meeting, there was a lack of support for the request. However, the City Council directed staff to <br />work with the applicant to find an acceptable solution that will work for the applicant and the City, so Northstar <br />Trucking can utilize the entire 11-acre parcel for the business. <br />At this time, staff will begin to work with the applicant after the City Council meeting. A solution may include <br />but is not limited to developing the land as a Planned Unit Development, re -zoning the property, or a proposal for <br />an amendment to the zoning code. <br />Timeframe: <br />The resolution approved this evening will be submitted to the Minnesota Office of Administrative Hearings. <br />Funding Source: <br />Not applicable at this time. <br />Responsible Party(ies): <br />Stephanie Hanson, Community Development Director <br />Outcome: <br />
