COMMITTEE BUSINESS <br />5.01: Consider Recommending City Council Order Request for Proposals for 2025 Capital <br />Improvement Program Projects Topographic Surveys, Geotechnical Services and <br />Utility Testing <br />Assistant City Engineer Feriancek reviewed the staff report and recommendation to recommend <br />City Council order request for proposals for 2025 Capital Improvement Program projects <br />topographic surveys, geotechnical services and utility testing. <br />Councilmember Olson asked the generally accepted life expectancy of an overlay. <br />Assistant City Engineer Feriancek replied that when building from scratch they would overlay at <br />years 20 and 40 and reconstruct at year 60. He stated that varies significantly with the existing <br />roadways because of the varying base. He stated that 15 to 20 years is the general target but some <br />roads are not lasting that long and will need a reconstruction instead. <br />Chairperson Musgrove stated that the plan would be to put together the proposals and asked if the <br />plan would change for some of the roads based on that data. <br />Assistant City Engineer Feriancek stated that the streets identified for reconstruction need <br />reconstruction and will not fall back up to overlay status. He stated that those identified for overlay <br />could change to reconstruction if the data supports that, noting that big changes can occur to <br />pavement condition in the last few years of the lifespan. <br />Chairperson Musgrove recognized that some roads have better underlying bases than others and <br />therefore this data is always helpful. She recognized the work staff does to track the life and <br />condition of roads in the community. She asked if there have been any residents expressing <br />concerns with roads that could impact the plan for roads this year. <br />Assistant City Engineer Feriancek stated that he typically receives a lot of calls in the spring but <br />with the amount of patching that was done last year, the number of calls was greatly reduced. He <br />stated that he has received calls, but those roads are included for 2025 and 2026 projects already <br />and noted that some of those roads are proposed to be skim patched this year. <br />Motion by Councilmember Olson, seconded by Councilmember Howell, to recommend City <br />Council order request for proposals for 2025 Capital Improvement Program projects topographic <br />surveys, geotechnical services and utility testing. <br />Public Works Committee / May 21, 2024 <br />Page 2 of 6 <br />
