Rivlyn <br /> Avenue is a residential street and is proposed to be reconstructed to the standard neighborhood pavement section. <br /> This will be further explored during project design,which will include obtaining a geotechnical report of the <br /> project area. Requests for proposals for the report have been sent out, and are anticipated to be brought to the <br /> August 13, 2024, City Council meeting for approval. <br /> The cul-de-sac at the west end of Rivlyn Avenue is only partially within City-owned right of way. During design <br /> options for addressing this will be explored and recommendations will be presented to City Council at a later <br /> meeting. Staff will work with the property owners and determine if additional right of way may be purchased, if <br /> the length of the cul-de-sac may be shortened, or another solution is appropriate. <br /> Project Timelines <br /> Staff is proposing to not prepare plans and specifications for this project. A proposal from Bolton&Menk, Inc. <br /> for engineering design services, including preparing final plans and specifications, is attached to this case. <br /> The following are the proposed general project timelines: <br /> July 23 2024 City Council authorization to prepare plans and specifications <br /> Aug—Sep Geotechnical investigation(RFP) and topographic survey(Bolton&Menk) <br /> Oct 2024—Jan 2025 Prepare plans and specifications (Bolton&Menk) <br /> Jan-Feb 2025 City Council approves plans, authorizes bidding <br /> Feb—Mar 2025 Bid opening, City Council awards contracts <br /> May—June 2025 Begin Construction <br /> Summer 2025 Finish Construction <br /> Bolton&Menk Design Services <br /> Due to the 2025 project design workload as proposed in the 2024—2033 CIP, City Staff does not have the <br /> capacity to prepare plans and specifications for these improvements in time to bid the project in late winter/early <br /> spring and be ready for early season construction. Bolton&Menk has provided a proposal for engineering design <br /> services including; coordinating project investigation,topographic survey,project design,preparation of project <br /> documentation and final plans, and project bidding. The proposal does not include construction inspection or <br /> construction administration. Bolton&Menk prepared the plans and specifications for both the Riverdale Drive <br /> reconstruction in 2021 and the Gateway Highway 10 Improvements which are currently under construction,both <br /> of which tie into this project, and make them uniquely familiar with the project area and associated design <br /> requirements. The proposal total not-to-exceed cost for Improvement Project 25-04 is $68,537, and is included in <br /> the 23-percent indirect project costs associated with these improvements. <br /> This project is proposed to be constructed as a stand-alone project. Staff proposes to bid and award 2025 projects <br /> as close together as practical,which generally allows for a better bidding environment for the City.
