<br />Councilmember Musgrove introduced the following resolution and moved for its adoption:

<br />
<br />RESOLUTION APPROVING PARTIAL PAYMENT NO. 2 TO NORTHDALE
<br />CONSTRUCTION CO. INC. FOR IMPROVEMENT PROJECT #21-08, WTP TRUNK
<br />WATERMAIN IMPROVEMENTS
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #19-248 adopted October 8,
<br />2019, five (5) proposals were accepted and a professional services contract was awarded to SEH,
<br />Inc. for the purpose of analyzing the City’s municipal water supply system source water,
<br />developing a water system model, and preparing a preliminary design report for a centralized
<br />water treatment plant to ensure that the City’s municipal water supply system will continue to
<br />provide adequate quantities of safe drinking water into the foreseeable future; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #21-061 adopted March 9,
<br />2021, a professional services contract was awarded to SEH, Inc. for all design and construction
<br />services needed to allow the trunk watermain improvements needed to support the centralized
<br />water treatment plant to be designed, bid, and constructed before the water treatment plant is
<br />constructed; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #21-303 adopted October 26,
<br />2021, final plans and specifications were approved and advertisements for bids were authorized
<br />for said improvements; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #22-003 adopted January 25,
<br />2022, all bids were rejected and Staff was authorized to work with SEH, Inc. to revise the
<br />approved plans to reduce project costs and to monitor the bidding environment to identify the
<br />most favorable time to bid the project again; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #23-168 adopted July 25,
<br />2023, a new Professional Services Agreement with SEH, Inc. was executed to revise the
<br />previously approved plans and to re-bid said improvements for 2024 construction in advance of
<br />the Water Treatment Plant commissioning in the Spring of 2025; and
<br />
<br /> WHEREAS, pursuant to Ramsey City Council Resolution #23-237 adopted September
<br />26, 2023, revised final plans and specifications as prepared by SEH, Inc. were approved and
<br />advertisements for bids were authorized for improvement project #21-08; and
<br />
<br />WHEREAS, pursuant to Ramsey City Council Resolution #23-305 adopted November
<br />28, 2023, a contract was awarded to Northdale Construction Co. Inc., of Albertville, Minnesota,
<br />in the amount of $6,671,414.00 for said improvements; and
<br />
<br />WHEREAS, as of July 23, 2024 $2,872,397.11 has been paid to date; and
<br />
<br />WHEREAS, the Senior Engineering Technician has inspected the completed work and
<br />recommends partial payment No. 3 to Northdale Construction Co. Inc., of Albertville,
<br />Minnesota, for improvement project #21-08, WTP Trunk Watermain Improvements, in the
<br />amount of $1,234,000.14.
