RAMSEY TOWN HALL, Ramsey, Minnesota <br />Utilities <br />There are a variety of utility lines and <br />conduits scattered across the small landing in <br />the basement. It is not clear if they are <br />dormant or active. Some PVC pipes and <br />conduits are draping from the ceiling. <br />There is also a hole in the exterior wall of the <br />structure that appears to be for plumbing. <br />However, nothing is attached on the inside or <br />outside of the building. <br />Recommendations <br />All of the wires and conduits must be <br />organized and secured. It poses a safety risk <br />to have them in their current configuration. <br />The hole is not original to the structure. It <br />should either be used to provide modern <br />amenities or taken out. There is about <br />three to four feet of space between the <br />bottom of the floor joists and the soil. It is <br />filled with what appears to be construction <br />and renovation debris. <br />Recommendations <br />This entire area must be cleared out. The <br />debris, in conjunction with improper utility <br />grounding, poses a fire risk. <br />Additionally, the building's stability cannot be <br />determined until all structural element are <br />examined individually. The debris makes this <br />analysis impossible.
