That the Ramsey City Council hereby grants approval of the Preliminary Plat, Final Plat, and Site <br />Plan for "Voice of Hope Church" on the Subject Property in accordance with relevant City Codes, <br />subject to the following conditions: <br />1) Final legal form approved by the City Attorney. <br />2) Easement review by the City Engineer. <br />3) That the Developer enters into a Development Agreement with the City. <br />4) That the Applicant shall be responsible for all City costs incurred in administering and <br />enforcing this Permit. <br />5) That the Applicant shall comply with all Staff comments as noted in ProjectDox. <br />6) That a separate building permit and sign permit(s) are required. <br />7) Securing all other necessary permits from other agencies and providing a copy of said <br />permits to the City. <br />8) That the Developer enters into an Assessment Agreement with the City for the future <br />construction of 157th Avenue Northwest. <br />9) That Outlot A must be immediately deeded to the City upon recording of this plat. <br />BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Ramsey City Council hereby approves the assessment agreement titled "Road <br />Improvement and Special Assessment Agreement, Waiver of Hearing and Appeal" for the <br />future construction of 157th Avenue Northwest and authorizes the Mayor and City Clerk to <br />sign the agreement. This assessment agreement is required in lieu of constructing 157th <br />Avenue Northwest at this time. <br />2) The assessment agreement must be recorded with the plat against Lot 1. <br />3) That upon constructing 157th Avenue Northwest, the Developer shall construct a new <br />primary driveway from the parking lot to 157th Avenue Northwest, and that the direct <br />access to Armstrong Boulevard NW shall be restricted and only used as a secondary or <br />emergency access. <br />RESOLUTION #24-201 <br />Page 2 of 2 <br />
