ROAD IMPROVEMENT <br />AND <br />SPECIAL ASSESSMENT AGREEMENT, <br />WAIVER OF HEARING AND APPEAL <br />AGREEMENT made this day of , 2024, by and between the City of Ramsey, <br />a Minnesota municipal corporation ("City"), and Voice of Hope Church, ("Property Owner"). <br />RECITALS <br />A. Property Owner is the fee owner of the following described real property, located <br />in the City of Ramsey, Anoka County, Minnesota ("Subject Property"): <br />Mailing Address: 15620 Armstrong Blvd NW, Ramsey, MN <br />Legally described as follows: <br />Lot 1, Block 1, Voice of Hope Church Addition, Anoka County, Minnesota <br />All being Abstract property. <br />B. Property Owner acknowledges that its future primary access to the public right of <br />way is by traverse over the City owned stub in for the potential future location of 157th Avenue <br />NW and that should future development of the Subject Property be done, construction of 157th <br />Avenue NW, with proper utilities, will be necessary. <br />C. To ensure proper access to a public right of way for any lots developed on the <br />Subject Property and in the event Property Owner cannot finance the construction of 157th Avenue <br />NW, the Property Owner requests that the City of Ramsey undertake the construction of 157th <br />Avenue NW, including the extension of sanitary sewer, looping of the water main, and associated <br />-1- <br />
