Councilmember Peterson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #92-05-081 <br /> <br />RESOLUTION AUTHORIZING TRANSFER OF LANDFILL TIPPING FEE <br />FUNDS TO THE CITY'S EQUIPMENT REVOLVING FUND <br /> <br /> WHEREAS, MS 115A.921 authorizes cities and towns to impose a tipping fee on <br />operators of facilities for the disposal of mixed municipal solid waste located within the city <br />or town; and <br /> <br /> WHEREAS, MS 115A.921 further establishes a not to exceed city or town <br />tipping fee dollar amount per cubic yard of waste, restricts a portion of the fee revenue to <br />be used for expenditures for landfill abatement or for purposes of mitigating and <br />compensating for the local risks, costs and other adverse effects of facilities and authorizes <br />any remaining portion of the tipping fee to be used for any general purpose; and <br /> <br /> WHEREAS, the Budget Committee reviewed the status of the City's Tipping Fee <br />Fund (Fund #225) at their regular meeting of April 28, 1992; and <br /> <br /> WHEREAS, the December 31, 1991 Tipping Fee Fund balance of $974,033 <br />represents a restricted fund balance of $416,144 with the remaining fund balance of <br />$557,899 available for any general purpose; and <br /> <br /> WHEREAS, the Budget Committee recommends the $557,899 balance available <br />for any general purpose be transfered to the City's Equipment Revolving Fund (#820) as of <br />December 31, 1991 to apply to unfunded equipment replacement cost as of this same date. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as <br />follows: <br /> <br />1) <br /> <br />That the Finance Officer is hereby authorized to transfer $557,899 from the Landfill <br />Tipping Fee Fund (unrestricted portion) to the City's Equipment Revolving Fund as <br />of December 31, 1991. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember Hardin and upon vote being taken thereon, the following voted in favor <br />thereof: <br /> <br />Mayor Gilbertson <br />Councilmember Peterson <br />Councilmember Hardin <br />Councilmember Beyer <br />Councilmember Zimmerman <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br /> <br />
