Councilmember Hardin introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #92-05-093 <br /> <br />RESOLUTION RECOGNIZING THE CONTRIBUTIONS OF CITY ASSESSOR <br />JOHN KEEFE <br /> <br /> WHEREAS, John Keefe was hired by the City of Ramsey as the City Assessor on May <br />16, 1989; and <br /> <br /> WHEREAS, a complete reassessment of the community was necessary beginning in <br />1989 due to wide disparity in sales ratios and coefficient of dispersion at levels unacceptable to the <br />State of Minnesota and the County of Anoka; and <br /> <br /> WHEREAS, during Mr. Keefe~s tenure, median sales ratio for land has been improved <br />from 47.4% (1987-1989) to 83.4% (1990-1991) with the coefficient of dispersion improving from <br />54.1% to 9.2% during the same period; and <br /> <br /> WHEREAS, current total median sales ratios have been improved to 94.3% with a <br />coefficient of dispersion of 7.4%, vastly improved from 1988 levels and at Anoka County target <br />levels; and <br /> <br /> WHEREAS, during the reassessment period the City of Ramsey has also grown to 5,487 <br />parcels (a 15.6% increase over 1988) and 4,529 improved parcels (a 16.7% increase over 1988) <br />with a total valuation of $409,029,705 (45.2% increase over 1988), the above creating an <br />additional workload on the Assessing Department; and <br /> <br /> WHEREAS, in order to ensure a system of fairness and equity in appraisal throughout <br />the community, Mr. Keefe implemented a system of five commercial and six residential appraised <br />zones based on building construction as opposed to the old four zone system of geographic <br />boundaries; and <br /> <br /> WHEREAS, all of the above has occurred during a time of budget constraints and staff <br />shortages; and <br /> <br />WHEREAS, Mr. Keefe continues to display a positive "can do" attitude through it all. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That Mr. John Keefe is hereby recognized and applauded for his efforts and for his positive <br />contributions to the City of Ramsey. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Mayor Gilbertson <br />and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gilbertson <br />Councilmember Hardin <br />Councilmember Peterson <br />Councilmember Beyer <br />Councilmember Zimmerman <br /> <br /> <br />
