Councilmember Peterson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #92-07-166 <br /> <br />RESOLUTION AUTHORIZING THE ESTABLISHMENT OF A $500.00 <br />ESCROW FOR FIRE SUPPRESSION SERVICES <br /> <br /> WHEREAS, the Ramsey City Charter contains an 'all powers' grant which states, in part, <br />"The City shall have all power which it may now or hereafter be possible for a municipal <br />corporation in this State to exercise ..."; and <br /> <br /> WHEREAS, the City of Ramsey's open burn permit application specifies that fire <br />suppression services necessitated by an open bum permit shall be charged at an hourly rate for the <br />Fire Department plus any other costs incurred by the City; and <br /> <br /> WHEREAS, as the application contains the signature of the property owner, this <br />application serves as the agreement between the City of Ramsey and the property owner for <br />contracted services; and <br /> <br /> WHEREAS, at the Council's Budget Committee meeting of June 23, 1992, Staff <br />recommended the City require open burn permit applicants to deposit the sum of Five Hundred and <br />No/100 Dollars ($500.00) in escrow with the City; and <br /> <br /> WHEREAS, the Budget Committee approved this recommendation and hereby <br />recommends the Ramsey City Council authorize the establishment of a $500.00 escrow deposit for <br />all open bum permits applications. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the Ramsey City Council hereby requires an escrow deposit in the amount of Five <br />Hundred and No/100 Dollars ($500.00) be made at the time of application for an open burn <br />permit. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Hardin and upon vote being taken thereon, the following voted in favor thereof.' <br /> <br />Mayor Gilbertson <br />Councilmember Peterson <br />Councilmember Hardin <br />Councilmember Beyer <br />Councilmember Zimmerman <br /> <br />and the following voted against the same: <br /> <br />None <br /> <br />and the following abstained: <br /> <br />None <br /> <br />and the following were absent: <br /> <br />None <br /> <br /> <br />
