Councilmember Beyer introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #92-08-198 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT g0318 RELATING TO A <br />REQUEST FROM BURY AND CARLSON, INC. TO ESTABLISH A <br />PROCESSING FACILITY FOR DEMOLITION CEMENT AND ASPHALT IN <br />THE BUSINESS WAREHOUSE DISTRICT <br /> <br />That Bury and Carlson, Inc., hereinafter referred to as "Applicant", has properly applied <br />for a conditional use permit to establish a processing facility for demolition cement and <br />asphalt in the Business Warehouse District. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a pbulic <br />hearing pursuant to Section 9.03.04 of the Ramsey City Code on July 23, 1992, and that <br />the public heating was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br /> <br />3. That the subject property is legally described as follows: <br /> <br />Outlot A, except the North 33.0 feet as measured at right angles to the North line <br />thereof, Gateway North Industrial Park, Anoka County, Minnesota. <br /> <br />Also that part of the Southwest 1/4 of the Southwest 1/4 of Section 27, Township 32, <br />Range 25, Anoka County, Minnesota lying Easterly of the Easterly line of Outlot A, <br />Gateway North Industrial Park, Anoka County, Minnesota. <br /> <br />Also that part of the West 1/2 of the Southeast 1/4 of the Southwest 1/4 of Section 27, <br />Township 32, Range 25, Anoka County, Minnesota lying Easterly of the Easterly line of <br />Outlot A and Northerly of the Northerly line of Outlot C, said Outlots being in Gateway <br />North Industrial Park, Anoka County, Minnesota. <br /> <br />Except: Cemetery located in the West 1/2 of the Southeast 1/4 of the Southwest 1/4 <br />described as follows: Commencing at the Northeast corner of said West 1/2 of the <br />Southeast 1/4 of the Southwest 1/4; thence South 1 degree 42 minutes 57 seconds West <br />(assumed beating) along the East line of said West 1/2 of the Southeast 1/4 of the <br />Southwest 1/4 a distance of 409.61 feet to the actual point of beginning of the tract to be <br />hereby described; thence North 88 degrees 48 minutes 35 seconds West a distance of <br />156.41 feet; thence South 0 degrees 45 minutes 05 seconds East a distance of 264.14 feet; <br />thence South 88 degrees 48 minutes 35 seconds East a distance of 145.04 feet to the East <br />line of said West 1/2 of the Southeast 1/4 of the Southwest 1/4; thence North 1 degree 42 <br />minutes 57 seconds East along said East line a distance of 264.0 feet to the actual point of <br />beginning. <br /> <br />Upon recording of the plat, described as Lot 1, Block 1, and Outlot A, Bury and Carlson <br />Addition, Anoka County, Minnesota. <br /> <br />4. That the subject property is approximately 20.59 acres in size. <br /> <br />5° That the subject property is zoned Business Warehouse (BW). <br /> <br />6.
