Councilmemberd Peterson introduced the following motion and moved for its adoption: <br /> <br />RESOLUTION #92-08-201A <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0319 RELATING TO A <br />REQUEST TO REZONE RIVER BLUFFS (AKA RUM RIVER BLUFF) FROM R- <br />I RURAL RESIDENTIAL TO PLANNED UNIT DEVELOPMENT (P.U.D.) <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br />lO) <br /> <br />12) <br /> <br />That Juniper Ridge Partnership, hereinafter referred to as "Applicant", has properly applied <br />for a rezoning of River Bluffs from R-1 Rural Residential to Planned Unit Development <br />(P.U.D.). <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 9.03.03 of the City Code on December 5, 1989 and that said <br />public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br /> <br />That the property, which is proposed to be named River Bluffs, is legally described as <br />follows: <br /> <br />Government Lot 3, Section 19, Township 32, Range 24, Anoka County, Minnesota. <br /> <br />That the subject property is 60 acres in size. <br /> <br />That the subject property is currently zoned R-1 Rural Residential. <br /> <br />That the subject property is surrounded by R-1 Rural Residential zoning. <br /> <br />That Section 9.20.31 of the Ramsey City Code states that the intent of a Planned Unit <br />Development is to preserve desirable land characteristics and open space and to protect <br />sensitive environmental features such as steep slopes, poor soils and trees. <br /> <br />That Section 9.20.31 of the Ramsey City Code states that a Planned Unit Development <br />shall provide a minimum of twenty percent (20%) for private or public open space air <br />recreational uses. <br /> <br />That the subject plat contains property that the City is interested in accumulating for it's <br />multi-use trail system. <br /> <br />That the preliminary site plan for River Bluffs ( indicates that at least 20% of the land will <br />be preserved for park and open space. <br /> <br />That the preliminary site plan indicates a proposal to develop River Bluffs with 20 single <br />family lots at least one acre in size and with an average density of one unit per 3 acres. <br /> <br />That the City Council approved a revised preliminary plat for River Bluffs on August i3, <br />1991 that increased the number of single family lots to 25, with a minimum lot size of one <br />acre and an average density of one unit per 2.4 acres. <br /> <br /> <br />
