Councilmember Peterson introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #92-11-293 <br /> <br />A RESOLUTION, BASED ON FINDINGS OF FACT #0328, DENYING THE <br />REQUEST FOR A METAL ACCESSORY STRUCTURE AND DECLARING <br />CONDITIONS OF CONDITIONAL USE PERMIT TO MAINTAIN A MAXIMUM <br />OF TWO HORSES ON THE PROPERTY LOCATED AT 7903 157TH AVENUE <br />N.W. (PIN 16-32-25-33-0004) <br /> <br /> WHEREAS, the Ramsey City Council adopted Resolution g92-11-292 adopting Findings <br />of Fact #0328 for this use and herein approves a Conditional Use Permit subject to the following <br />conditions: <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />On November 10, 1992, a Conditional Use Permit ("CUP") was issued by the City of Ramsey <br />("City") to Jeffrey and Kristie Weinmann ("Permit Holder") to maintain a maximum of two (2) <br />horses on the property generally known as 7903 157th Avenue N.W. and legally described as <br />follows: <br /> <br />Lot 3, Block 1, Sorteberg's 2nd Addition, Anoka County, Minnesota <br /> <br />This permit is issued pursuant to Section 9.03.04 of the Ramsey City Code. The conditions of this <br />permit are as follows: <br /> <br />This permit shall remain in effect so long as the conditions imposed herein are <br />complied with. <br /> <br />2. A maximum of two (2) horses may be maintained on the subject property. <br /> <br />o <br /> <br />The accessory structure proposed to house the animals shall have the same exterior <br />facing finish as that of the principal structure and shall be sited and constructed on <br />the subject property in accordance with the site plan dated received by the City on <br />October 5, 1992 and the building plans consisting of four (4) sheets and dated <br />September 20, 1992, except that the building height shall not exceed twenty-two <br />(22) feet. <br /> <br />There shall be no exterior storage of horse related equipment and supplies or <br />business related equipment and supplies on the subject property. <br /> <br />5. Exterior storage of licensed horse trailers will be permitted. <br /> <br />There shall be no commercial activity conducted in the accessory structure other <br />than to provide indoor storage space for the Permittee's business supplies. <br /> <br />The Permittee shall erect a minimum five (5) foot high fence consisting of 14 guage <br />welded wire with a 2"x4" mesh. Any deviation from the fence standards shall <br />require prior approval of the City Zoning Administrator. The fence shall be <br />maintained at a structural level adequate to contain the horses on the property. <br /> <br />o <br /> <br />The Permittee shall be responsible for removing manure accummulations from the <br />subject property at least once a month April through October. <br /> <br />° <br /> <br />The City Administrator, or his designee, shall have the right to inspect the premises <br />for compliance and safety purposes annually or at any time, upon reasonable <br />request. <br /> <br /> <br />
