'Thaton October 13, 1992, in accordance with procedures prescribed by City Code, !t~ae Ramsey City Council adopted Resolution g92-10-255 confirming the denial of the request for a conditional use permit amendment. ,That on November 24, 1992, pursuant to complaints received pertaining to V, iolations of conditional use permit terms at Danny's Aluminum Processing, Inc., the Ramsey City Council directed City Staff to initiate action necessary for the City tO consider revocation of the subject conditional use permit. That on January 12, 1993, City Staff reported to City Council that in accordance With' City Code, the Applicant was notified in writing of conditional use permit violations and given thirty (30) days to correct the violations prior to scheduling any :gublic hearing to consider revocation of the conditional use permit. City Staff also ~ported that based on a Staff inspection of the site on January 6, 1993, the -Applicant was in compliance with the terms of the conditional use permit for Lot 1, .Block 4, Gateway North Industrial Park Plat #2. 'I~at on January 12, 1993, the City Council directed City Staff to cease proceedings tO cortsider revocation of the conditional use permit based on City Staff's report of compliance with the terms thereof. That on January I2, 1993, the Applicant was present at the City Council and noted ghat in order to be in compliance with the conditional use permit terms, he had to cease the disassembly of engines and transmissions within the building on Lot 1, which meant a lay-off for a certain number of employees. The Applicant requested tliat City Council consider granting a conditional use permit amendment to allow the disassembly of engines and transmissions within the building in order that the employees could come back to work. The Applicant stated that his request is based on hi.s compliance with the terms of his conditional use permit and that there is a similar facility in Ramsey that is permitte~ to disassemble engines and transmissions within a building. That on January 12, 1993, the City Council authorized City Staff to process the plicants request for a conditional use permit amendment, in accordance with City de procedures, for the disassembly of engines and transmissions as ~xpeditiously as possible. That the Applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to Section 9.03.04 of the Ramsey City Code on February 2~ 1993 and that said public hearing was properly advertised and that the minutes of said Public hearing are hereby incorporated by reference. That the subject property is generally known as 14050 Basalt Street N.W. and is legally described as follows: Lot 1, Block 4, Gateway North Indqstrial Park Plat Minnesota. That the subject parcel is approximately 1.6 acres iri size. That the subject parcel is located in the Industrial District. That the adjacent parcels are zoned Industrial. #2, Anoka County,
