! <br />lO Anoka County Contract # 900264-3 <br /> <br /> I AGREEMENT FOR RESIDENTIAL RECYCLING PROGRAM <br /> THIi~ AGREEMENT made and entered into on the 8th day of December, 1992, notwithstanding the <br /> date of the signatures,of the parties, between the COUNTY OF ANOKA, State of Minnesota, hereinafter referred <br /> to as the "COU'ri~rY", and the CITY OF RAMSEY, hereinafter referred to as the "MUNICIPALITY". <br /> <br /> i WITNESSETH: <br /> WHEREAS, Anoka County has received $369,179 in funding from the State of Minnesota pursuant <br /> <br /> i to Minn. Stat. § ! 15A.557 (hereinafter "SCORE funds"); and <br /> WHEREAS, the County wishes to assist the Municipality in meeting recycling goals established by <br /> the Anoka Comity Board of Commissioners by providing said SCORE funds to cities and townships in the County <br /> I for solid waste rdcycling <br /> programs. <br /> <br /> NOrW~, ?HEREFORE, in consideration of the mutual covenants and promises contained in this <br /> I Agreement, the .parti~s mutually agree to the following terms and conditions: <br /> <br /> I i. PURiPO~E.. The purpose of this Agreement is to provide for cooperation between the County and <br /> the Muni~pality to implement solid waste recycling programs in the Municipality. <br /> <br /> ~I~ 2. TER, M. The term of this Agreement is from January 1, 1993 through December 31, 1993, unless <br /> earliek terminated as provided herein. <br /> <br /> I 3. PROt~R~ff~1. The Municipality shall develop and implement a residential solid waste recycling <br /> · <br /> progr~am/t/equate to meet the Municipality's annual recycling goal of 894 tons as established by the <br /> County. ~Recycling" means the process of collecting and preparing recyclable materials and reusing <br /> I the - .n~efials in their original form or using them in manufacturing processes that do not cause the <br /> destnLm~ lion of recyclable materials in a manner that precludes further use. "Recyclable materials" <br /> mean$~ materials that are separated from mixed municipal solid waste for the purpose of recycling, <br /> I including paper, glass, plastics, metals, and vehicle batteries. Refuse derived fuel or other material <br /> that iS, destroyed by incineration is not a recyclable material. "Problem material" shall have the <br /> meaning set forth in Minn. Stat. § 115A.03, subdivision 24a. "Yard waste" shall have the meaning <br /> i set forth in Minn. Stat. § 115A.931. <br /> 4. REPORI~IN.G. The Municipality shall submit the following reports semiannually to the County no <br /> <br /> I later:than July 20, 1993 and January 20, 1994: <br /> <br /> A. An accounting of the amount of waste which has been recycled as a result of the <br /> M!micipality's activities and the efforts of other community programs, redemption centers and <br /> I dm_p-off recycling programs, Municipality certify number tons <br /> centers. <br /> For <br /> the <br /> shall <br /> the <br /> of <br /> . of each recyclable material which has been collected and the number of tons of each <br /> i reeyclable material which has been marketed. For recycling 'programs nm by other persons <br /> I or entities, the Municipality shall also provide documentation on forms provided by the <br /> county showing the tons of materials that were recycled by the Municipality's residents <br /> _ I~ through these other programs. The Municipality shall keep detailed records documenting the <br />i <br /> diiposition of all recyclable materials collected pursuant to this agreement.
