I AND ~WIIIgREAS, on January 3, 1989 the Ramsey Planning and Zoning Commission approved the ~ket0h plan for Chestnut Hill; and I~ WHE,REAS, on January 10, 1989 the Ramsey City Council ordered the preparation of an EAW for~vi~onmental Quality Board (EQB) approval relating to the proposed developments of Chestnut Rl. ll, Windemere Woods and Cedar Hills; and I WHEREAS, on May 11, 1989 the City of Ramscy received a letter from the EQB acknowledgi,t~g reCeipt of a negative declaration and indicating that no EIS would be required for Chcsmut HIll., ~ Hills and Windemer¢ Woods; and I WHEREAS, on July 13, 1989 the Metro Council authorized the expansion of the MUSA bound~ to include the area of the proposed Chesmut Hill; and I WHEREAS, on July 10, 1989 the Ramsey Planning and Zoning Commission conducted a public he~g regarding Chesmut Hill and on July 18, 1989 recommended preliminary plat approval of Cliesuiut Hill; and · WHEREAS, on August 22, 1989 the Ramsey City Council adopted Ordinance #89-19 which rezonedi tho proposed Chesmut Hill from R-1 Rural Residential to R-1 Urban Residential; Iand WHRRE&S, the Ramsey Park and Recreation Commission met on October 12, 1989 and recommon~ ted~ccepmnce of the joint park plan for Cedar Hills, Chesmut Hill and Windemere I Woods, included a combination of land and cash; and whic~ WHEI~EAS, .on April 3, 1990 the Ramsey Planning and Zoning Commission declared the propose.d Sulidivlsion of Chestnut Hill consistent with the official zoning map and Comprehenslwi Plan for the City of Ramsey as part of the subdivider's request for Tax Increment IO Financing; and
