I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br /> <br />Councilmen~ be~,Beyer introduced the following resolution and moved for its adoption: <br /> RESOLUTION ~93-06-120 <br /> <br />A RESOUUT~ON ADOPTING FINDINGS OF FACT //0338 RELATING TO A <br />REQUES~ FOR A CONDITIONAL USE PERMIT FOR A HOME OCCUPATION <br />ON THE'~ PROPERTY GENERALLY KNOWN AS 15141 ONEIDA STREET N.W. <br /> WI~ REAS, Peggy Friteh, hereinafter referred to as "Applicant", has properly applied for <br />a Conditiot! .al U~e Permit for a Home Occupation to establish and operate a one-chair beauty salon <br />on the property generally known as 15141 Oneida Street N.W. and legally described as follows: <br /> <br /> Lot 6, Block 1, RIVER BLUFFS, Anoka County, Minnesota. <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY oF ~RA~MsEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. ThatitheApplicant appeared before the Planning and Zoning Commission for a public <br /> he ~a~ g l~ursuant to Section 9.03.04 (Conditional Use Permits) and Section 9.11.04 (Home <br /> Ocaq~paSons) of the Ramsey City Code on June 1, 1993 and that said public hearing was <br /> prol~'rly!advertised and that the minutes of said public hearing are hereby incorporated as a <br /> part 0f these findings by reference. <br /> <br />2. That ~he Subject property is zoned R-1 Rural Residential and is approximately 1.5 acres in <br /> size.' <br /> <br />o <br /> <br />10. <br /> <br />11. <br /> <br />That beauty salons are not a permitted use in the R-1 Rural Residential District. <br /> <br />That the Subject property is surrounded by R-1 Rural Residential zoning. <br />Tha~ ~e Applicant has provided doc,mentafion to support that the home occupation will be <br />condOcted within the private dwelling on the property and that the area set aside for the <br />home oc~pafion does not exceed 20% of the total floor area of the private dwelling. <br /> <br />ThaX fl~e Applicant will reside at the location of the proposed home occupation. <br />That ~e Applicant has stated that the home occupation will not include any employment of <br />persoias n~t residing in the private dwelling in the performance of the home occupation. <br /> <br />That fiae Applicant has stated that there will be no exterior storage of business equipment <br />and materials. <br /> <br />That ~he Homeowner's Association for River BIuffs has submitted written comments <br />stating no objection to the Applicant's request. <br /> <br />That ~hel proposed use will not be unduly dangerous or otherwise detrimental to <br />neighboring residences. <br /> , <br />That ~e proposed use will not substantially adversely impair the use, enjoyment or market <br />value of ~ny surrounding property.
