A COMPREHENSIVE WATER SYSTEM STUDY AND TO ADJUST <br />WATER /~rAI~LABILITY CHARGE AND SERVICE AVAILABILITY CHARGE <br />TO COVER!TRE COST OF THIS STUDY <br />WHERE~A,,~:~i the C!,t,y of Ramsey's water system has experienced rapid growth and the system <br />has limited f~n Well capacity; and <br /> <br />WHEREA$i the Ramsey City Council directed the solicitation of proposals to prepare a <br />comprehensiv~ water systems study on June 8, 1993; and <br />WHEREAS, ~he following proposals were received by July 7, 1993: <br /> <br /> 'r Bonestroo, Rosene, Anderlik & Associates $18,100 <br /> i Maier, Stewart & Associates, Inc. $22,410 <br /> l H&anson Anderson Associates, Inc. $19,804 <br /> ! SEH Inc. $26,000 <br /> ! Prqgressive Consulting Engineering, Inc. $24,900 <br /> . TRt)A $51,700 <br /> <br />WHEREAS, Bonestroo, Rosene, Anderlik & Associates have been selected to perform the study <br />based upon cd~nsiderations which include cost, experience of both the Firm and project team, and <br />the work plan ~ubmitted in response to the Request for Proposal; and <br /> <br />WHEREAS, !the appropriate source of funding should be through the Water Utility Fund; and <br />WHEREAS, ithe;Water Availability Charge was established to help bring the Water Utility Fund <br />into a posifiV~ futid balance position and build a source of funding for future improvements and <br />enhancementsito the water system; and <br /> <br />WHEREAS,ithe Sewer Utility Fund collects and remits the Sewer Availability Charge to the <br />Metropolitan Waste Control Commission and in doing such does not levy an administrative charge; <br />and <br /> <br />WHEREAS,).he Sewer Utility Fund continues to operate with a deficit fund balance and has been <br />continually subsidized in the past by the Water Utility Fund: and <br /> [ <br />WHEREAS, ~an increase in the Water Availability Charge and the addition of an administrative <br />charge to the lSeWer Availability Charge would pay for the completion of this study by mid-1994: <br />and <br /> <br />WHEREAS,~the~addifion of an administrative charge to the Sewer Availability Charge would <br />allow for a re~ ct~ n in subsidy from the Water Utility Fund; and <br /> <br />WHEREAS1 cu~ent and future service connections are the primary causative factor for a <br />ComprehensiVe Water System Study. <br /> <br /> <br />
