TO I WH~S, by a resolution passed by the City Council on September 14, 1993, the City Admin!/_ .~'at~ Was directed to prepare a proposed assessment of the cost of the improvement of the exten~ii~t ~ City water and sewer to a point of origin 400 feet east of the eastern section line m~ of Section 23 ~lo~g 149th Lane N.W. to its cul-de-sac terminus (Project ~)2-19); and WH~kS, the City Administrator has notified the City Council that such proposed ! assessment l~s b~en completed and fried in his office for public inspection. - . so wo OF RAMS~Y, !ANOKA COUNTY, STATE OF MINNESOTA, as follows: Mu~ipal; Center, to pass upon such proposed assessment and at such time and place all I pers~ o~ning property affected by such improvement will be given an opportunity to be heard '~vifli~ reference to such assessment. IO 2) That ~e OJty Administrator is hereby directed to cause a notice of the public hearing on the proI~./lied ~issessment to be published once in the official newspaper at least two weeks priori~ ~ hearing, and he shall state in the notice the total cost of the improvement. He shall;~sor~cause mailed notice to be given to the owner of each parcel described in the I hearings. 3) That'~e .Owner of any property so assessed may, at any time prior to certification of the ass~ by the County Auditor, pay the whole of the assessment of such property, with int~ a~a-ued to the date of payment to the City, except that no interest shall be charged if the e4)~r~iSs~essment is paid within 30 days from the adoption of the assessment. The own~m~ at any time, thereafter, pay to the City the entire amount of the assessment re ,~rm ~fi~ing~,i_unpald, with interest accrued to December 31 of the year in which such payment is ma~ ~ . ,~uch payment must be made before November 15 or interest will be charged throu~ D/~cember 31 of the succeeding year.
