FOR IMPROVEMENT PROJECT #93-02 (SEALCOATING AND LInG IMPROVEMENT TO STANHOPE RIVER HILLS ADDITION) WH~ERE~S, by a resolution passed by the City Council on September 14, 1993, the City Adrninls Xat~ was directed to prepare a proposed assessment of the cost of the improvement sealcoating ~?1 et~.~ elcfilling of Stanhope River Hills Addition (Project ~)3-02); and WHEREAS, the City Administrator has notified the City Council that such proposed assessment la~ b~n completed and filed in his office for public inspection. NOW THEI~EI~ORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSF_/Y, !ANOKA COUNTY~ STATE OF MINNESOTA, as follows: 1) That ~[ public hearing shall be held on October 12, 1993 at 7:00 p.m. at the Ramsey Munie~p~ Center, to pass upon such proposed assessment and at such time and place all persorls o.w_ nmg property affected by such improvement will be given an opportunity to be heard ~itli'referenee to such assessment. 2) That t§e City Administrator is hereby directed to cause a notice of the public hearing on the prop04ed ~ssessment to be published once in the official newspaper at least two weeks prior!tO the hearing, and he shall state in the notice the total cost of the improvement. He shall~lso ikause mailed notice to be given to the owner of each parcel described in the assesS~ne~ roll not less than two weeks prior to the hearings. 3) That i§e ,.(~z, ner of any property so assessed may, at any time prior to certification of the assess '_~en~ by the County Auditor, pay the whole of the assessment of such property, with interes,f ae~'ued to the date of payment to the City, except that no interest shall be charged if the entire assessment is paid within 30 days from the adoption of the assessment. The own _er!ma~ at any time, thereafter, pay to the City the entire amount of the assessment rema~ng ~npald, with interest accrued to December 31 of the year in which such payment is m ~a~j. Such payment must be made before November 15 or interest will be charged throug~h December 31 of the succeeding year.
