I I I I I I I I I I I I I I I I I Councflmemb~r P~terson introduced the following resolution and moved for its adoption: RESOLUTION #93-09-197 RESOLUTI)N[ CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSM~I ~T ~FOR IMPROVEMENT PROJECT #93-05 (SEALCOATING AND CRACKFII~] ,Ilq, G IMPROVEMENT TO GORHAM'S SANDY ACRES ADDITION AND UNPL:riTtED SECTION 24) WHEI tEAS, by a resolution passed by the City Council on September 14, 1993, the City Admini~t 'atO~ was directed to prepare a proposed assessment of the cost of the improvement sealcoafing an l er~, ekfilling of Gorham's Sandy Acres Addition and Unplatted Section 24 (Project g93-05); and~:: WHEREAS, the City Administrator has notified the City Council that such proposed assessment h~ ~ be~n completed and fried in his office for public inspection. NOW THEI~!~FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEy, ~NOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That ~a public hearing shall be held on October 12, 1993 at 7:00 p.m. at the Ramsey Munie ~al~Center, to pass upon such proposed assessment and at such time and place all perSOn ~ o~ning property affected by such improvement will be given an opportunity to be heard~itith~reference to such assessment. 2) That ~[: City Administrator is hereby directed to cause a notice of the public hearing on the propOs ~d ~issessment to be published once in the official newspaper at least two weeks prior t~ th6 hearing, and he shall state in the notice the total cost of the improvement. He shall i~ so 9ause mailed notice to be given to the owner of each parcel described in the assesSt ~en~roll not less than two weeks prior to the hearings. 3) That rise owner of any property so assessed may, at any time prior to certification of the assess, foent; by the County Auditor, pay the whole of the assessment of such property, with inter~.~ accrued to the date of payment to the City, except that no interest shall be charged if the e!a~r re 0ssessment is paid within 30 days from the adoption of the assessment. The owner lma~ at any time, thereafter, pay to the City the entire amount of the assessment remaln~ng ~inpaid, with interest accrued to December 31 of the year in which such payment is ma.~. Such payment must be made before November 15 or interest will be charged througl:~ ~ember 31 of the succeeding year.
