[ Councilmemb~ P&erson introduced the following resolution and moved for its adoption: [ , RESOLUTION #93-09-199 RESOLUT~!~}N~ CALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSM~i~IT ~FOR IMPROVEMENT PROJECT g93-07 (SEALCOATING AND CRACKFIgLINGiIMPROVEMENT TO 157TH AVENUE N.W. IN SECTION 21) [ WHEiEA~S, by a resolution passed by the City Council on September 14, 1993, the City Admini~t~at~ was directed to prepare a proposed assessment of the cost of the improvement sealcoating ariel ertickfilling of 157th Avenue N.W. in Section 21 (Project g93-07); and WH EA~S, the City Administrator has notified the City Council that such proposed assessment hal been completed and fried in his office for public inspection. NOW TItEI~EFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMS~ ~NOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That a[pub~lic hearing shall be held on October 12, 1993 at 7:00 p.m. at the Ramsey Muni¢i, paliCenter, to pass upon such proposed assessment and at such time and place all persons o~ning property affected by such improvement will be given an opportunity to be heard!w~th',reference to such assessment. 2) That th~ C~ty Administrator is hereby directed to cause a notice of the public hearing on the proposed ~ssessment to be published once in the official newspaper at least two weeks prior:to} th~ hearing, and he shall state in the notice the total cost of the improvement. He shall .~so .~anse mailed notice to be given to the owner of each parcel described in the assesst~en~roll not less than two weeks prior to the heatings. 3) That tile owner of any property so assessed may, at any time prior to certification of the assesSOen~ by the County Auditor, pay the whole of the assessment of such property, with intereSi ac ~orued to the date of payment to the City, except that no interest shall be charged if the erl~re j~sSessment is paid within 30 days from the adoption of the assessment. The own?imaig at any time, thereafter, pay to the City the entire amount of the assessment rema[h!ng ,iinpaid, with interest accrued to December 31 of the year in which such payment is ma!l~. Such payment must be made before November 15 or interest will be charged throu~t~ ~ember 31 of the succeeding year.
