I <br />I/ <br />I <br /> <br />I <br />I <br />! <br />I <br />I <br />! <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> ,,. <br /> <br />Councilme~ b~Zimmerrnan introduced the following resolution and moved for its adoption: <br /> ir <br /> PROPOSED RESOLUTION #93-10-244 <br /> : <br /> <br />A RE$~['L~TION APPROVING THE ISSUANCE OF A CONDITIONAL USE <br />PERMIT r] O ESTABLISH A TOWING SERVICE AND AUTO REPAIR FACILITY <br /> : IN THE INDUSTRIAL DISTRICT <br /> <br /> WH] ERigAS, ChampIin Towing, Inc. has properly applied, for.. a conditional use permit to <br />establish a t(iw~g service with impound lot and an auto repaa' facility on the property generally <br />known as t4~00!Sunfish Lake Blvd. N.W. and legally described as follows: <br /> <br /> That ~art~of the East 500 feet of the Northeast Quarter of the Southeast Quarter of Section <br /> 27, ,~ ~w~ship 32, Range 25, Anoka County, Minnesota lying north of the South 400 feet <br /> therel !f a~d lying south of the North 750 feet thereof (as measured along the south and east <br /> line~ her#of); except road; subject to easements of record; and <br /> WIt~RI~AS, the Planning and Zoning Commission met on October 5, 1993, conducted <br />the public he,king and recommended City Council approval of the request. <br /> NO~ THEREFORE, BE IT RESOLVED BY THE CITY COUNCm OF THE <br />CITY OF il :AI~ISEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. Base~ on Findings of Fact g0347, a conditional use permit to establish a towing service <br /> with ii aptund lot and an auto repair facility is hereby granted to Champlin Towing, Inc., <br /> herei fiter referred to as "Permit Holder", at 14300 Sunfish Lake Blvd. N.W. <br /> <br /> The t~ ~eili~ shall be developed in accordance with the Site Plan drawn by CD Systems of <br /> St. Pa~l, lac. and dated 9/14/93, except that the following specifications are to be met. The <br /> perir/l~ter ~0f the impound lot shall be fenced and wherever chain link fence is used, a tree <br /> scree~ng }shall also be established to screen the outside storage from neighboring uses. <br /> The ¢~st f~nce line of the impound lot shall consist of a six (6) foot high wood privacy <br /> fenc¢. [Ad!tifional trees shall be planted in the front lawn to intensify screening the impound <br /> lot fro~ ~ew of the public right-of-way of Sunfish Lake Blvd. N.W. <br /> Ail ph stings of tree screening described in Item #2 shall be completed within one (1) year <br /> of th~ dat~ that the conditional use permit is approved and plant materials shall be <br /> maint2 and replaced as necessary on a permanent basis. The number of trees to be <br /> plant~ sh~.ll be such that the impound lot is sufficiently screened from neighboring uses <br /> and tile public right-of-way as determined by the City Engineer. <br /> That gtie Permit Holder shall be required to implement best management practices to <br /> elimi~a~ te o~ reduce the potential for contamination of storm water and/or groundwater.
