[ <br /> <br /> Councilmeml~ mrSon introduced the following resolution and moved for its adoption: <br /> RESOLUTION #93-10-251 <br />RESOLUT~6Ni DECLARING OCTOBER 27, 1993 AS NATIONAL UNFUNDED <br />MANDATE~ D~AY <br /> wHE~E.,AS, unfunded mandates on local government have increased significantly in <br />recent years; :~d <br /> WHERE&S, federal and state mandates do not consider local circumstances, costs, or <br /> capacity, and ~ubj~t cities to civil or criminal penalties for noncompliance; and <br /> WIlE ~dg ~/~S, federal and state mandates require compliance regardless of <br />local needs orities affecting the health, welfare, and safety of citizens; and other pressing <br /> WHIg~EAS, federal and state burdens on local governments force cities to impose a <br /> combinationl ~f higher local taxes and fees on local taxpayers and/or reduce local services to <br /> citizens; and: ~ · <br /> WHEREAS, federal and state mandates are often inflexible, "one-size-fits-all" <br /> requirements 9,rith~unrealisfic time frames and overly specific and inflexible procedures where less <br /> cosily altern 'a~t~?i es'may be just as effective; and <br /> WHIIg*EAS, the cumulative impact of these laws and rules directly affect the citizens of <br />our cities; and, <br /> WHE~EA., S, the League of Minnesota Cities, in collaboration with the National League <br />of Cities, seei~s tO help citizens understand and then help encourage lawmakers to reduce the <br />burden and if~exi,bility of unfunded mandates, beginning with a National Unfunded Mandates Day <br />on October 2'~, 19~3. <br />NOW THE~FORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSES, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That t~ City of Ramsey endorses the League's efforts and those of the National League of <br /> Cities ~d :~ill fully inform our citizens about the impact of state federal mandates on our <br /> local sl~ending and taxes. <br /> <br />2) That tiie City of Ramsey endorses this year of mandate awareness, beginning on October <br /> 27, 19~3 I~y'informing and working with members of our Congressional delegation and <br /> our sta~ l~gislators to educate them about the impact of federal and state mandates and the <br /> actionsineaessary to reduce these burdens on our citizens. <br />The motion f¢ r th~ adoption of the foregoing resolution was duly seconded by Councilmember <br />Hardin and up ,n vote being taken thereon, the following voted in favor thereof: <br /> <br /> Mayor~ Gfl~nson <br /> Coun¢~ meanber Peterson <br /> Coun~t ma~nber Hardin <br /> Coun~i]meinber Beyer <br /> Couneilmember Zimmerman <br /> <br /> <br />
