I ! im Councilmeni ,l~r Zimmerman introduced the following resolution and moved for its adoption: RESOLUTION g93-11-277 RESOLUT.IJON APPROVING THE 1994 - 2000 CAPITAL IMPROVEMENTS PROGRAMI ' WHEREAS, pursuant to City Charter, the Council must annually provide for long-range planning; and WHl~ ~EAS, a five year Capital Improvement Plan was initiated during the 1993 budget process; and ~ WHE RE,AS, the City initiated a review of its non-operating funds in 1992 which was completed by pasaage of new funding policies on October 26, 1993; and WHE lEAS, the aforementioned funding policies were considered after a comprehensive review of fun, [ cash flows between 1993 and post 2000; and WH~ RI$,.AS, this analysis provided for resources dedicated to non-operating improvement~ which will enhance the Community of Ramsey. NOW THEI E~ORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSI~ Y, ;ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That ~e 1994 - 2000 Capital Improvements Program is hereby approved. 2) That's~id plan be reviewed and updated as part of each future annual budget review and apprO{,al.: 3) That cinch programmed Capital Improvements Program project be specifically authorized by Cou ~r~l with line item projected revenues and expenditures prior to initiation.
