That gt the public hearing, IPS made a presentation describing it's proposed project which~ IP5 stated is consistent with the elements previously described in #1 above. That a.t the public hearing, all members of the public who desired to testify were given ~hat opportunity. That ~PSi has submitted a written proposal to the City, which is entitled "Inter~ati0nal Process Systems, Inc. (I. PS) Request for a conditional use permit" dated .Nm}ember 24, 1993. That I~he property adjacent to the site to the north, south, and west is zoned Indust~al [and to the east is Residential. That ~ residential dwelling directly abuts the site on any boundary. That..~e proposed use of the land for enclosed organic composting is similar to the exisflfl, g l~dfill use and recycling operations which is the use of the property direefl~ toithe north of the site.
