IPS <br />prol~ses'ito construct a 40,000 square foot building, 29,760 square foot outdoor <br />storage area for finished compost and 18,500 square foot bio-filter area. These specific areas are shown on the attached exhibit A" entitled "Site <br />Map"; <br /> <br />That ~e permit being sought is for an unlimited term as long as conditions of the <br />pe~ are complied with. <br /> <br />That ~Siappeared before the Ramsey Planning and Zoning Commission for a <br />publi~ h ~e~,g pursuant to §9.03.04 of the City Code on December 7, 1993, and <br />that :rd~id ~ublic heari_n,g was properly advertised. Notice of said public hearing was <br />publi~,he~,;in the City s legal newspaper, Anoka County Union, on November 19, <br />1993 ~md4November 26, 1993, and mailed notices of the public hearing were sent at <br />least !0 clot; ys prior to the public hearing to property owners within 500 feet of the <br />user l:~oundaries of the property in question. <br /> <br />That the minutes of the public hearing are hereby incorporated by .reference. <br /> <br />That gt the public hearing, IPS made a presentation describing it's proposed project <br />which~ IP5 stated is consistent with the elements previously described in #1 above. <br /> <br />That a.t the public hearing, all members of the public who desired to testify were <br />given ~hat opportunity. <br /> <br />That ~PSi has submitted a written proposal to the City, which is entitled <br />"Inter~ati0nal Process Systems, Inc. (I. PS) Request for a conditional use permit" <br />dated .Nm}ember 24, 1993. <br /> <br />That I~he property adjacent to the site to the north, south, and west is zoned <br />Indust~al [and to the east is Residential. <br /> <br />That ~ residential dwelling directly abuts the site on any boundary. <br /> <br />That ~e ~tual site for the composting facility within the site is proposed to be a <br />distan4:e o~ greater than a quarter mile from the closest residences to the east and <br />nearly11,600 feet to the closest residences to the west. <br />That..~e proposed use of the land for enclosed organic composting is similar to the <br />exisflfl, g l~dfill use and recycling operations which is the use of the property <br />direefl~ toithe north of the site.
