lii6756 <br /> <br />Councilmember Beyer introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #94-03-058 <br /> <br />A RESOLUTION APPROVING THE ISSUANCE OF A CONDITIONAL USE <br />PERMIT FOR THE ESTABLISHMENT AND OPERATION OF A SELF-SERVICE <br />STORAGE FACILITY, BASED ON FINDINGS OF FACT #0358, AND <br />DECLARING TERMS OF SAME. <br /> <br /> WHEREAS, William Dubats has properly applied for a conditional use permit on the <br />property legally described as follows: <br /> <br />Lot 3, Block 3, RIVERSIDE WEST, Anoka County, Minnesota <br /> <br />("Site) and; <br /> <br /> WHEREAS, the Planning and Zoning Commission met on March 3, 1994, conducted a <br />public heating and recommended City Council approval of the request; and <br /> <br /> WHEREAS, the Board of Adjustment met on March 17, 1994, and granted a variance to <br />the 30% maximum impervious surface area established by Section 9.21.07 (Critical River Overlay <br />District Development Standards) of the Ramsey City Code. <br /> <br /> NoW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />o <br /> <br />Term. This permit shall remain in effect so long as the conditions imposed herein are <br />complied with. This permit shall not be in effect until all required permits have been <br />received from the City and certification of the variance to impervious surface area by the <br />Commissioner of DNR. <br /> <br />Activity. The operation of the facility shall be specifically limited to that described in <br />William Dubats' application description dated received by the City on February 3, 1994, <br />together with site plan dated April 6, 1994, Revision E. <br /> <br />Surfacing and Curbing of Areas. All maneuvering areas and driveway areas shall be <br />surfaced with either bituminous or concrete. The perimeter of the pavement shall be <br />finished with continuous concrete curbing as approved by the City Engineer. <br /> <br />Outside Storage. There shall be no outside storage permitted on the Site. <br /> <br />Screening. Screening shall consist of tree plantings along the west and south property <br />lines. Two-thirds of the trees planted shall be Spruce or Pine to provide year around <br />screening. In lieu of the limited amount of space available for plantings along the west <br />property line, the City herein grants permission for the required screening to be established <br />within the park trail corridor that runs parallel to the west property line. <br /> <br />Hours of Operation. The hours of operation shall be limited from 6:00 a.m. to 10:00 <br />p.m., seven days a week. <br /> <br />Security. Site security shall be provided by 6 foot high woven wire fence. <br /> <br />Lighting. Any lighting on the premises used to illuminate the structures or parking areas <br />shall be arranged to deflect away from any adjoining public street or residential property. <br /> <br /> <br />
