Councilmember Zimmerman introduced the following resolution and moved for its adoption: <br /> RESOLUTION #94-04-074 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0359 RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT TO EXPAND AN OUTDOOR <br />RECREATIONAL FACILITY IN THE INDUSTRIAL DISTRICT <br /> <br /> WHEREAS, KRS Investments, Inc., hereinafter referred to as "Applicant", has properly <br />applied for a Conditional Use Permit to expand the outdoor recreational facility in an Industrial <br />District to include batting cages on the property generally known as 14622 Ferret St. N.W. and <br />legally described as follows: <br /> <br />Lot 2, Block 1, HY- 10 RAMSEY, Anoka County, Minnesota <br /> <br />(the "Subject Property") <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 9.03.04 (Conditional Use Permits) of the Ramsey City Code on April 5, 1994 <br />and that said public hearing was properly advertised and that the minutes of said public <br />hearing are hereby incorporated as a part of these findings by reference. <br /> <br />That the subject property is zoned Industrial and is approximately 4.2 acres in size. <br /> <br />That the adjacent properties to the north and west are also zoned Industrial and the adjacent <br />property to the east and the property on the south side of Hwy. gl0 N.W. is zoned B-3 <br />Highway Business. <br /> <br />That on April 26, 1988, the City Council issued a conditional use permit to the Subject <br />Property for the establishment of an outdoor recreational facility in the Industrial District <br />that would include miniature golf, go-cart track, bumper boats and roller rink. <br /> <br />That the Applicant is proposing to expand the outdoor recreational use by the addition of <br />batting cages. <br /> <br />That the Applicant has submitted a copy of the original site plan for the facility which <br />indicates an area for batting cages that will not encroach on the 69 off-street parking spaces. <br /> <br />That the Applicant has stated that they will fulfill the commitments of the prior property <br />owners and install required site improvements to the off-street parking area (bituminous <br />surfacing and concrete curbing) over the next 2 year period. <br /> <br />8. That access to the recreational facility will continue to be from Ferret St. N.W. <br /> <br />9. That the proposed use will increase traffic to and from the subject property. <br /> <br />10. <br /> <br />That the proposed use will not be unduly dangerous or otherwise detrimental to existing or <br />future neighboring uses. <br /> <br /> <br />
