Councilmember Peterson introduced the following resolution and moved for its adoption: <br /> RESOLUTION g94-05-101 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0361 RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR A HOME OCCUPATION <br />ON THE .PROPERTY GENERALLY KNOWN AS 17310 ST. FRANCIS BLVD. <br />N.W. <br /> <br /> WHEREAS, Jeffrey Lorge and Julie Lorge, husband and wife, hereinafter referred to as <br />"Applicants", have properly applied for a Conditional Use Permit for a Home Occupation to <br />establish a~d operate a one-chair beauty salon on the property generally known as 17310 St. <br />Francis Blvd. N.W. and legally described as follows: <br /> <br />Lot 13, Auditors Subdivision #27, except road subject to easement of record; Anoka <br />County, State of Minnesota. <br /> <br />(the "Subject Propeny") <br /> <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF iRAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Applicants appeared before the Planning and Zoning Commission for a public <br />hearing pursuant to Section 9.03.04 (Conditional Use Permits) and Section 9.1 !.04 (Home <br />Occupations) of the Ramsey City Code on May 3, 1994 and that said public hearing was <br />prol~rly advertised and that the minutes of said public hearing are hereby incorporated as a <br />part of these findings by reference. <br /> <br />That the subject property is zoned R-1 Rural Residential and is approximately 1 acre in <br />size. <br /> <br />3. That beauty salons are not a permitted use in the R-1 Rural Residential District. <br /> <br />That the subject property is surrounded by R-1 Rural Residential zoning and a residential <br />Planned Unit Development. <br /> <br />That the Applicant has provided documentation to support that the home occupation will be <br />conducted within the private dwelling on the property and that the area set aside for the <br />home occupation does not exceed 20% of the total floor area of the private dwelling. <br /> <br />6. That the Applicant will reside at the location of the proposed home occupation. <br /> <br />That the Applicant has stated that the home occupation will not include any employment of <br />persons not residing in the private dwelling in the performance of the home occupation. <br /> <br />That the Applicant has stated that there will be no exterior storage of business equipment <br />and materials. <br /> <br />9. That there are other similar permitted conditional uses in .the R- 1 Rural Residential District. <br /> <br />10. That the proposed use will not be unduly dangerous or otherwise detrimental to <br /> neighboring residences. <br /> <br /> <br />
