this alignment is approximately .80 acres. A permit to alter the wetlands will be obtained
from ,the DNR prior to the construction of the project. This will be in addition to the
permits listed in Item B that will be acquired. As part of the permit, the City will have to
mitigate the loss of the wetlands. The contractor will be required to comply with an erosion
and sediment control plan to minimize disturbance of the adjoining wetland areas. Also,
the contractor will be required to adhere to a least damage schedule minimizing impacts on
wildlife during the nesting season.

G. Surface Water Quality

Surfaoe water runoff from the project will flow into the wetlands through the storm sewer
system. The outlets of this drainage system will include skimmers in retention basins to
allow for the removal of silt and suspended solids. The wetlands that do not have a natural
outlets will allow the runoff to percolate into the ground water. Erosion control measures
will be adhered to during construction and all disturbed areas will be landscaped and
vegetative cover will be maintained to prevent subsequent erosion.

H. Air Pollution, Dust and Noise

Dust, air and noise impacts will occur during construction. Dust control measures will be
used when needed and hours of construction operation will be limited through contract
requirements to minimize noise impacts. The long term impacts on air quality should be
positive since the road alignment will reduce travel time on City streets. Noise levels
associated with 40 m.p.h, traffic are within acceptable levels.

I. Fish and Wildlife

Approximately 3.5 acres of wooded cover will be removed for the construction of the
roadway. Additionally, another 6.75 acres of grassland will be disrupted. The road
project will also impact an additional .80 acres of type III wetland. With the completion of
the project, the City will see a loss of 6.3 acres of various habitats. This will be somewhat
offset ~y the turf restoration within the right-of-way.

J. Archaeological and Historical Resources

The proposed project has a probability of containing prehistoric archaeological sites.
Therefore, an archaeological survey has been completed with a negative finding of
archaeological sites.

K. Parks and Special Resource Areas

Construction of this project will not create any adverse impacts on parks or special resource
areas. Approximately .80 acres of wetland will be filled. The impact of the action will be
mitigated.

L. Roads and Traffic

The average daily traffic (ADT) flows for the area affected by the proposed extension of
Sunwood Drive N.W. are estimated to be in excess of 5,000 at the completion of the
connection by the year 2010.
