A "no build" alternative is thus not an option. <br /> <br />The City has reviewed a variety of ,possible alignments in order to find the alignment that <br />would begt fit with the community s needs and the environmental concerns of the area. <br />This ~ignment proves to best fit this criteria. <br /> <br />Steep Slopes and Soils: <br /> <br />The slopes south of Sunfish Lake vary from approximately a 9 percent slope on the west to <br />approximately 16 percent at the steepest portion. With the proposed alignment a portion of <br />the hffiside would be cleared and appropriate grades would be cut. Cut materials will be <br />used to balance fill requirements elsewhere within the project. A segment of this roadway <br />may r~quire retaining walls for a distance of 400', more or less. As design phases <br />proceedt, the extent of wall verses grading will become clearer. In any event, the proposed <br />construction will include slope stabilization through grading, retaining wall(s) as <br />appropriate, and revegetation. An unfortunate result of the WCA, but common occurrence <br />with projects, is that woodlands are being sacrificed in order to avoid or minimize wetland <br />impact~, regardless of the functional value of the particular wetland. <br /> <br />III. CONCLUSIONS <br /> <br />The proposed project will meet all MPCA, DNR, and Corps of Engineers requirements and <br />standards. Areas which could have had a potential for significant environmental effects have been <br />identified and evaluated. No potentially significant negative impacts were identified; therefore, no <br />environmental impact statement is required. <br /> <br />Based on the findings and conclusions contained herein and in the reference documents, including <br />all comments ,received in the environmental assessment worksheet, the City of Ramsey determined <br />on August 22,: 1994, that an environmental impact statement is not required on the proposed <br />project. <br /> <br /> <br />
